The purpose of this chapter is to require the clear display of authorized and assigned address numbers on buildings in the Township of O'Hara ("the Township"), in order to assist the general public and emergency services in identifying any building and to provide for the health, safety and welfare of the community.
All buildings erected or to be erected within the Township of O'Hara shall display assigned identification numbers as provided herein and in accordance with this chapter.
Address numbers shall be determined, changed and assigned by the Township Engineer. If on the effective date of this chapter a building exists in the Township which requires an address number or requires the change of an address number, the Township Engineer shall notify the owner of the building when a new or changed address number is assigned.
The owner of every building in the Township which has been assigned an address number prior to the effective date of this chapter shall, at their own expense, and within 180 days after the effective date of this chapter, cause the authorized and assigned number to be displayed in accordance with the specifications set forth herein. The owner of any building which is assigned a new or changed number subsequent to the effective date of this chapter shall, within 180 days after notice of assignment of such number, comply with all requirements of this chapter.
Address numbers shall be displayed on buildings as follows:
A. 
In Arabic numerals and/or alphabet letters.
B. 
A minimum height of four inches for one- and two-family dwellings, a minimum height of six inches for all other buildings.
C. 
Mounted in a secure fashion to the front wall or porch of the building so as to be clearly visible from both directions from the street.
D. 
Sufficiently legible in contrasting background, arrangement, spacing and uniformity so as to be clearly visible from both directions from the street.
E. 
Affixed at least 30 inches above the ground.
If numbers affixed to the front of a building would not be clearly visible from the street or if the owner of a building desires not to affix the address number to the front of the building, the requirements of this chapter may be satisfied if the owner permanently affixes the assigned address number that complies with the specifications in § 300-5 upon a post, rod, mailbox or other similar fixture at or near the street so that such numbers are clearly visible from the street from both directions upon which the building fronts. When the assigned address number is displayed in accordance with this section, the owner of the building shall not be otherwise obligated to affix numbers or alphabet letters to the building.
The owner or owners of apartments, garden apartments, townhouse and condominium complexes and other similar buildings and complexes shall provide each building with numbers a minimum of six inches in height, as are provided for in this chapter or as approved by the Township. Each unit in every apartment and condominium building shall display either an Arabic numeral or an alphabet letter on its door, a minimum of three inches in height, particularly identifying the unit.
After the effective date of this chapter, the Township Building Inspector/Zoning Officer shall not issue a certificate of occupancy for any building which is erected, repaired, altered or modified in the Township until the building is assigned an address number, and/or, in the case of apartments, townhouses and condominiums, a unit number or letter, and such number or letter is displayed in accordance with this chapter.

Any person who violates or permits a violation of this chapter shall, upon conviction in a summary proceeding brought before a Magisterial District Judge under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000, plus costs of prosecution. Each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense, and each section of this chapter that is violated shall also constitute a separate offense.
This chapter is adopted pursuant to the powers and authority of the Home Rule Charter of the Township of O'Hara.
