After expiration of the judicial review period under Chapter
536, RSMo., unless stayed by a court of competent jurisdiction, the Hearing Officer's decisions, findings, rules, and orders may be enforced in the same manner as a judgment entered by a court of competent jurisdiction. Upon being recorded in the manner required by State law or the uniform commercial code, a lien for the full costs to the City, including the costs of any hearing may be imposed on the real or personal property of any person found to be in violation of a nonmoving, Municipal Code Section by the Hearing Officer and stated in the decision. The amount of any debt due the City under this Section may be enforced in the same manner as a judgment lien under a judgment of a court of competent jurisdiction. The City may also issue a special tax bill to collect costs associated with housing, property maintenance, and nuisance code violations. As authorized by law, the City may also direct that such costs be added to the annual, real-estate taxes for any tract of land involved in the violation.
