The fiscal year shall begin on July 1 and close on the 30th day of June. An annual report of all officers, boards and committees having charge of the expenditure of money, referring, however, to the report of the Town Accountant for statements in detail of receipts and expenditures, shall be submitted to the Select Board, who shall cause a copy thereof to be printed and made available in the Town House at least five days before the Annual Town Meeting.
