The Township shall prepare and maintain a water facilities plan,
either by compilation and listing or by map or other appropriate form,
for the orderly expansion of water supply facilities to various areas
of the Township.

1. The water facilities plan shall include the following information:
A. Existing water supply systems, including water supply sources, trunk
and distribution mains and areas served.
B. Sources of present water supply to the Township such as wells and
treatment plants and planned future sources and their capacities.
C. Areas in which water supply facilities can properly be extended within
a ten-year period and thereafter taking into account existing subdivision
approvals, permitted zoning density, projected population growth,
the provision of other services such as transportation and sewage
facilities and other goals and objectives of the Comprehensive Plan.
D. Designation of proposed sources of supply for extensions of service
within the ten-year period.

All new water supply facilities and subsequent extensions of
water supply facilities into areas of the Township not presently served
by public water supply shall first be submitted to the Township for
review. Township review shall evaluate the new system or proposed
extension for consistency with the Township's Water Facilities Plan.
No new system or extension of water supply shall be permitted except
following review and approval by the Township.

1. Upon completion of its review, the Township may:
A. Approve the proposal as submitted, if it determines that it is consistent
with the Township's water supply facilities plan.
B. Approve the proposed system, as consistent with the water supply
facilities plan but require a different entity to operate the system,
which entity may be another municipality or private water company
designated by the Township pursuant to § 1601 of the Second
Class Township Code, 53 P.S. § 66601 or which entity may
be the Township itself.
C. Approve the proposed system as an amendment to the existing water
supply facilities plan even though inconsistent with the existing
plan, where the applicant demonstrates to the satisfaction of the
Township that such an amendment is justified.
D. Disapprove the proposed system as inconsistent with the water supply
facilities plan.

Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof in an action brought before
a Magisterial District Judge in the manner provided for the enforcement
of summary offenses under the Pennsylvania Rules of Criminal Procedure,
shall be sentenced to pay a fine of not more than $1,000 plus costs
and, in default of payment of said fine and costs, to a term of imprisonment
not to exceed 90 days. Each day that a violation of this Part continues
or each section of this Part which shall be found to have been violated
shall constitute a separate offense. In addition to any other remedies,
the Township may seek an injunction against the construction or operation
of any unapproved water supply facilities or seek other appropriate
legal or equitable relief from a court of competent jurisdiction.
