The following words, when used in this article, shall have the meanings ascribed to them in this section:
JUNK
Any discarded material or article, such as is not ordinarily disposed of as rubbish, and shall include, but not be limited to, scrap metal and scrapped motor vehicles.
RUBBISH
Any worthless or discarded materials.
No person, association, firm or corporation shall keep or suffer to remain upon any premises owned, occupied or controlled by him any rubbish or junk, nor may any person, firm or corporation use or permit to be used any spot or place within the Borough as a public or private dump of rubbish and/or junk. Any violation of this section is hereby declared to be a public nuisance and detrimental to the health, safety, cleanliness and comfort of the inhabitants of the Borough, and the person, association, firm or corporation violating the same, in addition to paying the fine and costs imposed, shall pay the costs of removing the same by the Borough.

Any person, association, firm or corporation who or which violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not less than $100 or more than $600 and costs of prosecution and, in default of payment of fine and costs, to undergo imprisonment for not more than 30 days, provided that each day's continuance of a violation shall constitute a separate offense.
