The Borough of Vandergrift finds that a general public nuisance and threat to the public safety results from the repetitive, unnecessary driving of motor vehicles, also known as "cruising," in designated areas of the Borough of Vandergrift. The purpose of this article is to reduce the noise, air pollution and congestion resulting from cruising and to ensure access for safety vehicles to and through said designated areas by restricting repetitive driving of motor vehicles in said designated areas.

For the purpose of this article, the following definitions shall apply:
Driving a motor vehicle on a street past a traffic control point designated by a police officer in the designated areas three or more times within a one-hour period from 6:00 p.m. to 6:00 a.m., prevailing time. Passing the control point a third time, under the same conditions stated herein, shall constitute cruising and, therefore, a violation of this article.
That area of the Borough of Vandergrift bounded by Sherman Avenue on the north, Lincoln Avenue on the west, Custer Avenue and Washington Avenue on the south and Franklin Avenue on the east, and shall include the aforementioned boundary streets and avenues, and that area of the Borough of Vandergrift bounded by Walnut Street on the north, Oak Street and Holland Street on the west, Lowell Street on the south and Hancock Avenue on the east, and shall include the aforementioned boundary streets and avenue.
A reference point on a street or avenue in the designated area selected by a police officer for the purpose of enforcing this article.
No person shall cruise. For the purposes of this prohibition, the person operating the vehicle shall be considered the person cruising.
This article shall not apply to official emergency or police vehicles, licensed taxicabs for hire, other business vehicles being driven for business purposes or for residents of the designated area traveling to a specific destination.
Any person violating the provisions of this article shall be fined $25 for the first offense. For the second and each subsequent offense within six months from the first violation, the fine shall be $50.
