Under no circumstances shall any of the following be discharged into any sewer or lateral of the Township of Knowlton:
A. 
Gasoline, naphtha, petroleum products or any substance which may create an explosion hazard in the system.
B. 
Oils, fats or grease except as may result from household, hotel or restaurant operation.
C. 
Surface or rain water from yard areas, courts, cellars, sump pumps, drains, roofs or any new connections from inflow sources in the system. The Township will diligently investigate any existing inflow sources (such as sump pumps) and eliminate such sources within a reasonable time period.
D. 
Rubbish, ashes, cinders or garbage, whether from garbage disposal units or any other source.
E. 
Industrial or commercial milk, brewery or distillery waste in any form.
F. 
Industrial wastes of any type.
Any deleterious wastes are prohibited from entering the system. Any wastewater will be considered deleterious that may cause damaging effects as stated under the general conditions in Subsection A and/or does not conform to the limitations set forth under the specific conditions in Subsection B.
A. 
General conditions. Waste shall be prohibited if it:
(1) 
Places unusual demands on the wastewater treatment process or upon the wastewater treatment plant equipment.
(2) 
Limits or reduces the normal effectiveness and efficiency of the wastewater treatment process.
(3) 
Contains toxics or other pollutants in amounts or concentrations that endanger public health and safety and the physical integrity of the system.
(4) 
Has obnoxious conditions inimical to the public interest.
(5) 
Causes a chemical reaction, either directly or indirectly, with the materials of construction which impairs the strength and durability of wastewater lines and treatment plant structures.
(6) 
Causes mechanical action which will destroy or damage wastewater lines or plant structures.
(7) 
Restricts the hydraulic capacity of sewer lines and plant facilities.
(8) 
Restricts the normal inspection or maintenance of sewer lines or sewer structures.
(9) 
Contains toxics or other pollutants in amounts or concentrations that cause a violation of effluent or water quality limitations.
(10) 
Contains toxics or other pollutants in amounts or concentrations that would preclude the selection of the most cost effective alternative for wastewater treatment and/or sludge disposal.
B. 
Special conditions. The following standards shall control the quantity and quality of wastewater which may be discharged through a connection into the system.
(1) 
The Township shall determine and establish the maximum volumes and rates of flow for each applicant or system user.
(2) 
The Township reserves the right to require that permanent provisions be made for measuring, continuously or intermittently, wastewater contributed to the system. The metering devices shall consist of weirs, venturi tubes, Kenison nozzles or other approved devices equipped with recorders and totalizers, to be provided and installed by the system user, as required by the Township. Where necessary, detention tanks may be required to reduce the maximum rate of discharge to such percentage of the average twenty-four-hour rate of discharge as directed.
(3) 
The pH of all wastewater shall be maintained between the limits of pH 6.0 to pH 9.5.
(4) 
The temperature of wastewater upon discharge shall be within the limits of 32° F. to 150° F.
(5) 
The color of wastewater shall not be different than typical domestic wastewater.
(6) 
The limiting chemical characteristics of receivable wastewater shall be as follows:
(a) 
BODs: a monthly average of 300 milligrams per liter and a maximum daily average of 375 milligrams per liter.
(b) 
Suspended solids: a monthly average of 300 milligrams per liter and a maximum daily average of 375 milligrams per liter.
(c) 
Total kjeldahl nitrogen: a monthly average of 45 milligrams per liter and a maximum daily average of 67.5 milligrams per liter.
(d) 
Total phosphorus: an average of 15 milligrams per liter at any time.
(e) 
Total dissolved solids: a monthly average of 1,500 milligrams per liter and a maximum daily average of 2,000 milligrams per liter.
(f) 
Oil and grease: a monthly average of 100 milligrams per liter and a maximum daily average of 150 milligrams per liter.
(g) 
Surfactants: a monthly average of 20 milligrams per liter and a maximum daily average of 30 milligrams per liter as determined by the methylene blue active substances (MBAS) test.
(7) 
The wastewater shall not contain phenols in excess of 1.0 milligram per liter at any time.
(8) 
The wastewater shall not contain any toxic materials dangerous to humans, animals, aquatic or stream life or which adversely affect the biological functions and operations of the sewage treatment plant facilities.
(9) 
The wastewater shall not contain more than 100 milligrams per liter of any antiseptic substance at any time.
(10) 
The wastewater shall contain no gases or vapors, either free or occluded, in concentrations toxic or dangerous to humans, animals, aquatic or stream life.
(11) 
The wastewater shall contain no noxious or malodorous gases or vapors, either free or occluded, in concentrations toxic or dangerous to humans, animals, aquatic or stream life, or create a public nuisance.
(12) 
The wastewater shall contain no poisons or radioactive materials in sufficient quantities to endanger humans or interfere with biological processes.
(13) 
The wastewater shall not contain any substance which the Township now or hereafter finds to be harmful.
C. 
All commercial restaurants, establishments involved in the preparation of food or any discharge of fats, wax, grease or oils shall, at its own expense, be required to install, operate and maintain a grease trap in a method, manner and location approved by the Township, or its authorized representative. Maintenance records shall be kept by the customer. The Township, or its authorized representative, shall have the right of entry to inspect the grease trap and associated maintenance records.
D. 
The Township reserves the right to impose standards or prohibitions more stringent than or in addition to those imposed in this section or by federal or state law, if necessary, to protect the treatment system or process or to meet discharge limitations hereafter imposed upon the Township, by federal or state law.
