A. 
It shall be unlawful for any person, firm or corporation, either directly or indirectly or by its agents, to do, authorize, aid or abet any of the following described regulations or restrictions intended to promote the general safety, comfort and convenience of the Borough.
(1) 
To injure or destroy any property either owned by the Borough or other persons in or along any public highway or place of the Borough.
(2) 
To cast any paper or store offal, earth, brick, stone, coal, ashes, mortar, wood, lime, shavings, rubbish, salt water, sweepings, filth or substance of any kind, excepting for the purpose of immediately loading or removing the same, on any sidewalk within the Borough.
B. 
Provided that this section shall not apply to building materials or other obstructions authorized by proper permit from the Borough or to materials used in the repair or laying of such sidewalk.

All materials referred to in this article as unlawful are declared to be nuisances and removable as such. Any person, firm or corporation who or which violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not less than $100 or more than $600 and costs of prosecution, and, in default of payment of fine and costs, to undergo imprisonment for not more than 30 days.
