In order to facilitate the movement of traffic and to combat the hazards of snow and ice on snow emergency routes named in § 290-40 of this article, a snow and ice emergency (designated in this article as a "snow emergency") shall be deemed to exist whenever two or more inches of snow accumulate or whenever the Mayor or the Chief of Police, in his discretion, declares the existence of a snow emergency. Information of the existence of a snow emergency may be given by the Borough or the Chief of Police through radio, newspaper or other available media. A snow emergency shall be presumed to continue for a period of 24 hours following the accumulation of snow or until such period of time designated by the Mayor or Chief of Police, whichever is later.
