1. Scattering Prohibited. It shall be unlawful to deliver any handbills
or advertising matter or newspapers to any premises in the Township
except by being handed to the recipient, placed on the porch, stoop,
or entrance way of the building or firmly affixed to a building or
vehicle so as to prevent any such articles from being blown about,
becoming scattered, or in any way causing litter. It shall be unlawful
to deliver any advertising matter, handbills, or newspaper to any
premises where the owner or occupant has told the distributor or the
person making the deliveries that he does not desire to receive such
material.
2. Papers in Public Places Prohibited. It shall be unlawful to leave
any handbills, advertising matter, or newspapers unattended in any
street, alley, public building, or other public places, provided that
this shall not prohibit the sale of newspapers in vending machines.
3. Penalty. Any person, firm, or corporation who shall violate any provision
of this Part, upon conviction thereof in an action brought before
a magisterial district judge in the manner provided for the enforcement
of summary offenses under the Pennsylvania Rules of Criminal Procedure,
shall be sentenced to pay a fine of not less than $50 nor more than
$1,000 plus costs and, in default of payment of said fine and costs,
to a term of imprisonment not to exceed 90 days. Each day that a violation
of this Part continues or each section of this Part which shall be
found to have been violated shall constitute a separate offense.

1. Intent. It shall be unlawful for any person, partnership, corporation,
or agent acting independently or under the direction of the principal
to deface any private or public buildings, structures, signs, banners,
or vehicles within the Township.
2. Examples of Defacing. Defacing shall include but not be limited to
the following examples:
A. Application of paint, inks, and dyes.
B. Affixing of any printed materials such as signs or posters.
3. Penalty. Anyone who defaces public or private property upon conviction
thereof in an action brought before a magisterial district judge in
the manner provided for the enforcement of summary offenses under
the Pennsylvania Rules of Criminal Procedure, shall be sentenced to
pay a fine of not less than $50 nor more than $1,000 plus costs and,
in default of payment of said fine and costs, to a term of imprisonment
not to exceed 90 days plus the cost of repair and/or replacement plus
the cost of installation. Each day that a violation of this Part continues
or each section of this Part which shall be found to have been violated
shall constitute a separate offense.
