The proper officers of the Township are authorized and directed
to execute an agreement with Springdale Borough for the operation
of a local emergency management agency, such agreement to be in the
form attached hereto as Exhibit 1-4-A and to take all actions and execute all documents as necessary
to implement and effectuate such agreement.

The Board of Supervisors may from time to time, by resolution,
amend said agreement.

1. Pursuant to the Intergovernmental Cooperation Act, 53 Pa.C.S.A. § 2307,
the following are specified:
A. The conditions of the agreement are set forth in Exhibit 1-4-A.
B. The duration of the term of the agreement is set forth in Exhibit
1-4-A.
C. The purposes and objectives of the agreement, including the powers
and scope of authority delegated in the agreement, are set forth in
Exhibit 1-4-A.
D. The manner and extent of financing the agreement are set forth in
Exhibit 1-4-A and include appropriations of funds by the governing
bodies of participating municipalities.
E. The organizational structure necessary to implement the agreement
is set forth in Exhibit 1-4-A.
F. The manner in which real or personal property is to be acquired,
managed, licensed or disposed of is set forth in Exhibit 1-4-A.
G. The entity created shall be empowered to enter into contracts for
policies of group insurance and employee benefits, including Social
Security, for its employees to the extent provided for in Exhibit
1-4-A.

The hereinafter named municipalities, Tarentum Borough, population
7,352; Brackenridge Borough, population 4,796; Springdale Borough,
population 5,100; Cheswick Borough, population 2,580; East Deer Township,
population 2,081; Harmar Township, population 3,916; Fawn Township,
population 3,167; Frazer Township, population 1,975, have signified
their desire and intent to organize an association to carry better
cooperation and communications among the police departments of the
municipalities and whereas the association is also desirous of applying
to the Governors Justice Commission for funds to assist the establishment
of a central communications to be located in the Borough of Tarentum.

It is understood and agreed that each member of the association
shall have the authority and privilege to apply to the Governors Justice
Commission, independently or collectively through the association
for funds to assist municipalities in paying for any equipment which
may be necessary to carry out the purpose of this Part 4B.

The proper officers of the Township of Harmar and of the various
other municipalities and the proper officers of the association are
hereby authorized to take whatever steps may be necessary to accomplish
the purpose of this Part 4B to the end and that a central communications
system may be established far the benefit of the association.
