1. 
It shall be unlawful for any person, association, partnership, firm or corporation, either directly or indirectly, to sell goods, wares, merchandise, magazines, periodicals, books or other personal property by canvassing or soliciting, or to go upon residential property or upon public streets or public property, within the Township to solicit funds for any religious, charitable or nonprofit cause, unless the person soliciting has first registered at the Township Municipal Office and has received an identification card from the Township Municipal Office. The physical presence of each individual solicitor, at the Township Municipal Office, at the time of permit issuance, is required. No identification card shall be issued unless the Following information is given by the applicant:
A. 
Full identification, including proof thereof by use of a voter's registration card, a vehicle operator's license or some other accepted method of identification, with residence and office address.
B. 
The name of the organization for which the applicant is soliciting, together with the address of that organization.
C. 
The length of time the soliciting is to be carried on.
D. 
Any criminal record which the applicant may have.
2. 
Identification cards shall be issued, provided the above information is given, within 24 hours of initial registration at the Municipal Office. In the event the Municipal Office is closed at the expiration of 24 hours from the time of initial registration, the identification card shall be issued immediately upon the reopening of the Municipal Office.

1. 
Members of organizations soliciting funds at fixed public street or public property locations, and not going door-to-door, may be permitted to do so and receive an identification card without necessity of passing a criminal background check or registering in person at the Township Office, where all of the following conditions are met:
A. 
The organization presents proof that it is duly registered under, or is exempt from, the Pennsylvania Solicitation of Funds for Charitable Purposes Act, 10 P.S. § 162.1 et seq.
B. 
An authorized representative of the organization:
(1) 
Appears in person at the Township Office to register each of the members of the organization who will be soliciting, by providing a copy of acceptable photo identification or driver's license and the name, address and phone number for each participant.
(2) 
Registers himself or herself, including passing a criminal background check.
(3) 
Provides a document signed by each participant whereby each participant, or their parent or guardian, agrees to follow instructions of the named authorized representative, with respect to all solicitation activities carried on under the permit and to abide by all Township permits and regulations regarding these activities.

Solicitors regulated by this Part shall carry their identification card at all times while soliciting within the Township, and shall show their identification card to residents in order to identify themselves prior to any actual solicitation of funds.

The identification card(s) referred to in § 13-101 above shall be issued by the Township Secretary upon payment of the fee in an amount as established, from time to time, by resolution of the Board of Supervisors, per organization or entity for a one-week period.

The identification card(s) referred to in § 13-101 above shall exhibit an expiration date, and any person or organization soliciting with an expired identification card shall be in violation of this Part.

1. 
All solicitation carried on within the Township, in the case of residential door-to-door or house-to-house calling, shall be restricted to the following hours:
A. 
From October 1 through April 30, solicitation shall be limited to the period from 9:00 a.m. to 5:00 p.m., prevailing time, Monday, through and including Saturday.
B. 
From May 1 through September 30, solicitation shall be limited to the period from 9:00 a.m. to 9:00 p.m., prevailing time, Monday, through and including Saturday.
C. 
Solicitation shall be prohibited at all times on Sundays within the Township.

1. 
Residents may erect "No Solicitors" or similar signs not to exceed 120 square inches in size, which for the purpose of this Part shall be displayed conspicuously near their residential doorway.
2. 
No solicitor shall solicit at any residence posted with a sign reading "No Solicitors" or words of the same or similar meaning.

In the event any solicitor shall have been found to have been convicted of any felony or misdemeanor involving moral turpitude, he or she may be denied an identification card or the identification card may be revoked or cancelled by the Township Secretary. In the event any solicitor provides any false or misleading information concerning his or her identification or the identity of the organization for which he or she is soliciting, the identification card issued to that solicitor may be revoked by the Township Secretary.

At the time of issuance of an identification card, the Township Secretary Office shall also issue to the solicitor a list of all persons and their residence address who have specifically requested that solicitors do not enter their premises at any time.

Any person who violates this Part by soliciting without an identification card, or by soliciting at residences where a "No Solicitors" sign or similar sign is erected, or by soliciting, upon conviction thereof in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate offense.

Individuals aged 16 and under shall be exempt from the requirements of §§ 13-101, 13-102, 13-103 and 13-104 of this Part dealing with registration and identification cards. Individuals aged 16 and under must, however, observe the requirements of §§ 13-105 and 13-108 of this Part.
