It shall be unlawful for the owner of any cat to permit it to run at large within the City limits of St. James, Missouri. Any cat running at large on other individuals' property may be apprehended by the owner of the property in a humane manner or by the use of a trap loaned by the City.

Cats apprehended may be impounded in the City Pounds and reclaimed by the owners within five (5) days at a cost of five dollars ($5.00) for each day of impoundment payable to the organization in charge of the animal shelter.

Cats impounded for more than one (1) week and not claimed by the owners may be humanely destroyed by a veterinarian or a qualified person designated by the City.
