All employees who are classified in the noncompetitive and labor classes under the Civil Service Law, and whose positions are included in the employees' bargaining unit, shall be permanent employees upon the completion of six months of continuous satisfactory service as employees of the County of Dutchess.
All of the employees who have become permanent employees pursuant to the provisions of § 75-4 of this article shall be entitled to the protection of the provisions in Subdivisions (2), (3) and (4) of § 75 of the Civil Service Law.
Nothing herein contained shall be applied to limit the power of the County Executive to appoint and remove heads of departments in the manner provided in the Dutchess County Charter.
