As used in this Article, the following word shall have the meanings
set out herein:
Includes any combustible or explosive composition, or any
substance or combination of substances, or article prepared for the
purpose of producing a visible or an audible effect by combustion,
explosion, deflagration or detonation and includes blank cartridges,
toy pistols, toy cannons, toy canes or toy guns in which explosives
are used, the type of balloons which require fire underneath to propel
the same, firecrackers, torpedoes, skyrockets, Roman candles, Dago
bombs, sparklers or other fireworks of like construction and any fireworks
containing any explosive or flammable compound, or any tablets or
other device containing any explosive substance. The term "fireworks" shall not include toy pistols, toy canes, toy
guns or other devices in which paper caps containing twenty-five hundredths
(.25) grains or less of explosive compound are used, providing they
are so constructed that the hand cannot come in contact with the cap
when in place for use, and toy pistol paper caps which contain less
than twenty-five hundredths (.25) grains of explosive mixture, the
sale and use of which shall be permitted at all times.

Fireworks
may be discharged in the City of Northmoor, Missouri, from June twenty-eighth
(28th) through and including, July fourth (4th), 10:00 A.M. until
10:00 P.M. and extended until 11:00 P.M. on July third (3rd) and July
fourth (4th) with the following restrictions:
1.Â
No aerial projectiles or "bottle rocket" appearance fireworks may
be discharged anywhere in the City limits of Northmoor, Missouri,
at any time.
2.Â
No person shall ignite or discharge any permissible article of fireworks
within or throw the same from a motor vehicle, nor shall any person
place or throw any ignited article of fireworks into or at a motor
vehicle or at or near any person or group of people in such a manner
as to threaten or to injure another.
3.Â
No person shall discharge fireworks except resident of Northmoor
and "invited" guests on the individual's own property.
4.Â
Weather conditions, such as extreme dryness, shall be cause for the
ban on discharging all fireworks in the City of Northmoor, Missouri.
5.Â
Anyone violating the restrictions of the section will be cause to
have the fireworks in his/her possession confiscated by an officer
of the law.
