It is the purpose and intent of this Part to implement the provisions
of the Second Class Township Code, specifically 53 P.S. § 67204,
providing for the creation of recreation boards to supervise, regulate,
equip, and maintain Township-funded recreation programs and facilities,
said Recreation Boards having only those powers specifically delegated
to it by the Board of Supervisors.

The Recreation Board of Upper Nazareth Township is hereby established
which shall consist of seven persons to be appointed by the Board
of Supervisors to terms of five years or until their successors are
appointed, such that the terms of not more than two members expire
annually. All persons appointed shall serve their full terms unless
voluntarily resigned or removed by the Board of Supervisors for dereliction
or neglect of duty.

Members shall serve without pay but may be reimbursed by the
Township for all expenses incurred in performing their duties, such
expense reimbursement shall be authorized in advance.

Vacancies on the Board occurring other than by the expiration
of term shall be for the unexpired term filled and shall be filled
in the same manner as original appointments.

The Recreation Board shall elect its own Chairman and Secretary
and any other officers deemed necessary to serve for a period of one
year.

In the event the Board of Supervisors appoints a Parks and Recreation
Director, said Parks and Recreation Director shall be the administrative
officer responsible for effectuating the policies and program of the
Recreation Board, which policies shall be recommended by the Recreation
Board and approved by the Board of Supervisors prior to implementation.
The Parks and Recreation Director shall report to the Board of Supervisors
through the Township Manager. The Parks and Recreation Director will
obtain approval of the recreation program and expenditures from the
Board of Supervisors prior to the effectuation of any such program
and the expenditure of any funds. In the absence of a Parks and Recreation
Director, the Township Manager, or the Board of Supervisors'
designee, shall assume such duties set forth for the position of Parks
and Recreation Director.

The Recreation Board shall make and alter rules and regulations
for its organization and procedure provided that said rules and regulations
shall be consistent with the ordinances of the Township of Upper Nazareth,
the laws of the Commonwealth of Pennsylvania, and shall be approved
by the Board of Supervisors. The Recreation Board may incur expenses
only when authorized by and approved by the Board of Supervisors.

The Recreation Board, at such times as directed by the Board
of Supervisors, shall annually review the proposed budgets for the
ensuing year as prepared by the Township Manager to be submitted to
and approved by the Board of Supervisors. The Recreation Board shall
not in any manner obligate the Township for payment of any municipal
funds until the same is appropriated and authorized by the Board of
Supervisors.

The Recreation Board shall submit an annual report to the Board
of Supervisors including an analysis of the adequacy and effectiveness
of community recreation areas, facilities, and leadership as well
as such other full and complete reports to the Board of Supervisors
at such times as may be designated or requested by the Board. The
fiscal year of the Recreation Board shall conform to that of the Township.

The Recreation Board shall exercise the authority granted herein
over any recreation place acquired hereafter or now existing, unless
otherwise specified by the Board of Supervisors.
