The following described area shall constitute the Schoeneck Park View Sewer District:
Being all of the lands as shown on Plan of "Schoeneck Park View," dated June 25, 1946, and traced by B.H. Freestone, November 29, 1949, and recorded in the Office for the Recording of Deeds in and for Northampton County, at Easton, Pennsylvania, Lin Map Book 14, Page 2.
Beginning at the intersection of L.R. 48043 with Park View Avenue, Township Road 562: thence northerly along L.R. 48043 1,300 feet more or less, to the intersection of L.R. 48043 with Hill Avenue, Township Road 563; thence westwardly along Hill Avenue, Township Road 563, 300 feet, more or less, to the intersection of Hill Avenue, Township Road 563, with Morris Street, Township Road 564; thence along a curve to the left northwestwardly and southwestwardly, respectively, 400 feet, more or less, to the west limit of Hill Avenue, Township Road 563, and the northern limit of Porter Street, Township Road 562; thence southerly along said Porter Street, Township Road 562, 400 feet, more or less, to the northerly limit of Park View Avenue; hence along Park View Avenue southeasterly 600 feet, more or less, to the point and place of beginning. Also, beginning at the aforesaid west limit of Hill Avenue, Township Road 563; thence north 250 feet, more or less, to the northern boundary of land, being the northern extension of Porter Street as adopted by the Township Board of Supervisors July, 1964.
Said District shall consist of all lands adjacent to the west side of aforementioned L.R. 48043, and adjacent to and encompassed by the aforementioned roadways as described above.

The Township Supervisors are hereby authorized to proceed with the construction of sewers within said Sewer District as expeditiously as possible and to finance and pay for the same in any of the ways and means provided by the Second Class Township Code of the Commonwealth of Pennsylvania, 53 P.S. § 65101 et seq., or other statutes of the commonwealth applicable to municipal corporations for such purposes.

The Township Supervisors are hereby empowered to require adjoining and adjacent property owners to make connection therewith and use such sewer system in such manner as they may order.

In case any owner of property adjoining or adjacent to the sewer line or district shall neglect or refuse to connect with or use said sewer for a period of 60 days after notice to do so has been served upon him by the Township Supervisors either by personal service or registered mail, said Supervisors or their agents may enter upon such property and construct such connection. In such case, the Supervisors shall forthwith, upon completion of the work, send an itemized bill of the costs of construction of such connection to the owner of the property to which said connection has been so made, which bill shall be payable forthwith.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate offense. Said fine or penalty to be for the use of the Township.
