A. 
Exception for emergency stops. The provisions of this chapter do not apply when it is necessary to stop a vehicle to avoid conflict with other traffic or to comply with the directions of a police officer or official traffic control device.
B. 
Definitions.
(1) 
As used in this chapter, the following terms shall have the meanings indicated:
PARK
Stopping a vehicle and leaving it unattended by a person capable of operating it longer than necessary to load or unload passengers or freight.
STAND
Stopping a vehicle, with or without an operator in attendance, for a period longer than necessary to load or unload passengers or freight.
(2) 
State Department of Motor Vehicles. All other terms are as defined in State Department of Motor Vehicles regulations.
To facilitate emergency services, plowing, road maintenance and traffic control, no person shall park a vehicle, attended or not, on any part of a street posted as "No Parking: Tow Away Zone."
Parking is prohibited in the following areas:

D. 
Fire lanes.
(1) 
Definition. Fire lanes are areas in which parking or standing is prohibited for any but emergency vehicles.
(2) 
Fire lane width. All fire lanes shall be 30 feet wide, measured from the curbing in front of the building where located.
(3) 
Loading zones within. The Village Board may, by resolution, establish loading zones within designated fire lanes for use by any vehicle for loading merchandise for no more than 15 minutes.
(4) 
Loading zone ticketing. Fire Department Chiefs are authorized to issue tickets for fire lane violations.
(5) 
Locations. Fire lanes are designated at the following locations:
(a) 
Bennett Manor: at 100 Bennett Manor Drive for approximately 75 feet along the building front as marked.
(b) 
BJ's Wholesale Club: at 2 Chevy Drive for approximately 300 feet along the building front as marked.

Municipal parking lots. Except for persons on Village business, parking is prohibited from 2:00 a.m. to 6:00 a.m. in the Village's lots at North Center and West Ellis Streets.
G. 
Handicapped parking.
(1) 
Permit required. Parking is prohibited in any area designated as handicapped parking, unless the vehicle displays a handicapped parking permit under § 1203-a of the State Vehicle and Traffic Law and the person to whom such permit was issued is being transported.
(2) 
Designated areas. The following is designated as handicapped parking:

A. 
General parking violations.
(1) 
Fines paid within seven days. Anyone charged with violating this chapter shall respond within seven days of the issuance of the summons and, if convicted, shall be fined:
(a) 
Twenty dollars for all-night parking.
(b) 
Twenty-five dollars for handicapped parking.
(c) 
Fifteen dollars for all other violations.
(2) 
Fines paid after seven days. If a violator does not respond within seven days, the Traffic Violations Bureau shall issue a letter to the violator advising of an increased fine and directing the violator to respond within seven days of this letter. The increased fines shall be:
(a) 
Thirty dollars for all-night parking.
(b) 
Fifty dollars for handicapped parking.
(c) 
Twenty-five dollars for all other violations.
(3) 
Summons for failure to respond. If a violator does not respond to the letter from the Traffic Violations Bureau within seven days of issuance, a criminal summons shall be issued by the court, and the fine shall be:
(a) 
Forty dollars for all-night parking.
(b) 
Fifty dollars for handicapped parking.
(c) 
Thirty dollars for all other violations.
(4) 
Arrest warrants. Upon service of this summons by the Police Department and the violator's failure to respond to the summons, a warrant for the arrest of the violator shall be issued and the fine shall be:
(a) 
Sixty dollars for all-night parking.
(b) 
Fifty dollars for handicapped parking.
(c) 
Fifty dollars for all other violations.
B. 
Fire lane penalties.
(1) 
Illegal use. Anyone convicted of parking or standing in a fire lane illegally other than in a designated loading zone (§ 240-4D) shall be fined from $100 to $500.
(2) 
Illegal use. Anyone convicted of parking illegally in a designated loading zone within a fire lane [§ 240-4D(3)] shall be fined up to $50.
