When a fine is assessed for violation of an ordinance, it shall
be within the discretion of the Judge assessing the fine to provide
for the payment of the fine on an installment basis under such terms
and conditions as he/she may deem appropriate.

The following words and phrases, as used in this Chapter, shall
have the following respective meanings:
COURT COSTS
The total of fees, miscellaneous charges and surcharges imposed
in a particular case.
FEES
The amount charged for services to be performed by the Municipal
Court.
MISCELLANEOUS CHARGES
The amount allowed by law for services provided by individuals
of entities other than the Municipal Court.
SURCHARGES
Additional charges allowed by law which are allowed for specific
purposes designated by law.

Notwithstanding any general penalty ordinance or specific penalty
provisions of any ordinance of the City of Bel-Nor, except for violations
of State Statutes where a specific penalty is mandated, the Municipal
Judge of the City of Bel-Nor is authorized and empowered to suspend
imposition of sentencing and grant probation unconditionally or upon
such terms and conditions as the Judge shall deem advisable for a
period of not to exceed two (2) years.

A. The Municipal Judge is authorized to assess Court costs and collect
in each case before him/her and to also collect, in the event of payment
of fine and Court costs in the Violations Bureau, fines and Court
costs based upon the following schedule which may be revised and amended
from time to time:

Deposit Of Costs For Appeal To The Circuit Court. As provided
by the local rules of the St. Louis County Circuit Court.
