The driver of any vehicle other than one on official business
shall not follow any emergency vehicle traveling in response to an
emergency call closer than five hundred (500) feet or drive into or
park such vehicle within the block where fire apparatus has stopped
in answer to a fire alarm.
No vehicle shall be driven over any unprotected hose of a Fire
Department when laid down on any street or private driveway to be
used at any fire or alarm of fire without the consent of the Fire
Department official in command.
Each driver in a funeral or other procession shall drive as
near to the right-hand edge of the roadway as practicable and shall
follow the vehicle ahead as close as is practicable and safe.
The driver of a motor vehicle shall not drive within any sidewalk
area except on a permanent or temporary driveway. A designated bicycle
lane shall not be obstructed by a parked or standing motor vehicle
or other stationary object. A motor vehicle may be driven in a designated
bicycle lane only for the purpose of a lawful maneuver to cross the
lane or to provide for safe travel. In making an otherwise lawful
maneuver that requires traveling in or crossing a designated bicycle
lane, the driver of a motor vehicle shall yield to any bicycle in
the lane. As used in this Section, the term "designated bicycle lane"
shall mean a portion of the roadway or highway that has been designated
by the Governing Body having jurisdiction over such roadway or highway
by striping with signing or striping with pavement markings for the
preferential or exclusive use of bicycles.
The driver of a vehicle shall not back the same unless such
movement can be made with reasonable safety and without interfering
with other traffic.
No person shall open the door of a motor vehicle on the side
available to moving traffic unless and until it is reasonably safe
to do so, nor shall any person leave a door open on the side of a
motor vehicle available to moving traffic for a period of time longer
than necessary to load or unload passengers.
No person riding upon any bicycle, motorized bicycle, coaster,
roller skates, sled or toy vehicle shall attach the same or himself/herself
to any vehicle upon a roadway. Neither shall the driver of a vehicle
knowingly pull a rider behind a vehicle.
No person shall drive a vehicle onto or from any controlled
access roadway except at such entrances and exits as are established
by public authority.
No vehicle shall at any time be driven through or within a safety
zone.
Every person operating a motor vehicle on the highways and roadways
of this City shall drive the vehicle in a careful and prudent manner
and at a rate of speed so as not to endanger the property of another
or the life or limb of any person and shall exercise the highest degree
of care.
The driver of a vehicle shall not follow another vehicle more
closely than is reasonably safe and prudent, having due regard for
the speed of such vehicle and the traffic upon and the condition of
the roadway. Vehicles being driven upon any roadway outside of a business
or residence district in a caravan or motorcade, whether or not towing
other vehicles, shall be so operated, except in a funeral procession
or in a duly authorized parade, so as to allow sufficient space between
each such vehicle or combination of vehicles as to enable any other
vehicle to overtake or pass such vehicles in safety. This Section
shall in no manner affect Section 304.044, RSMo., relating to distance
between trucks traveling on the highway.

A. It shall be unlawful for any person, group of persons, organization,
society, church, congregation, crowd or other gathering of persons
to use any of the streets within the City of Bel-Nor for any purpose
or purposes whatsoever, except normal pedestrian and vehicular traffic,
without first obtaining a permit for such use as hereinafter provided.
B. For the purpose of construing this Section, a parade of persons or
vehicles, or both, whether for a private or public interest, consisting
of more than five (5) persons or more than two (2) vehicles, or a
combination of the same, acting in unison or in mutual interest or
purpose is not a normal use.
C. For the further construction of this Section, a meeting or gathering
of more than five (5) persons for a political meeting, dance, conference,
other kind of meeting, whether or not planned and whether or not supervised
or representative of any group, organization, society, church, congregation
or other classification of persons gathered together is not a normal
use.
D. Application for the use of a street or the streets in the City of
Bel-Nor for any purpose other than normal use as herein defined shall
be made in writing to the City Clerk on a form furnished by him/her
at least ten (10) days prior to the date when such use is planned
setting forth the full identity of the applicant, the time of day
or night such use is planned and the nature of the use. If the application
meets the approval of the Board of Aldermen, the Clerk shall issue
a permit to the applicant upon payment to the City of Bel-Nor of a
permit fee of ten dollars ($10.00). Such permit shall be valid only
for the date issued and during the hours stated on it.
E. Any person violating or engaged in the violation of the provisions
of this Section, whether acting individually or in concert with other
persons, shall be deemed guilty of an ordinance violation and upon
conviction shall be fined not less than one dollar ($1.00) nor more
than one hundred dollars ($100.00), and each such act shall be deemed
a separate and distinct offense.

A. If one (1) or more signs indicating that a certain roadway is restricted
for use by emergency vehicles only have been erected in a manner reasonably
calculated to come to the attention of motorists, it shall be unlawful
for any person to operate any vehicle other than fire apparatus, ambulance,
or police vehicle over or across any such roadway.
B. Any person found guilty of violating this Section shall be punished
by a fine of not less than one hundred fifty dollars ($150.00) nor
more than five hundred dollars ($500.00).

A. Definitions. As used in this Section, the following terms shall mean:
CONSTRUCTION ZONE or WORK ZONE
Any area upon or around any highway which is visibly marked
as an area where construction, maintenance or other work is occurring,
including the lanes of highway leading up to the area upon which an
activity described in this Subsection is being performed, beginning
at the point where appropriate signs directing motor vehicles to merge
from one lane into another lane are posted.
HIGHWAY
Any public thoroughfare for vehicles, including State roads,
County roads and public streets, avenues, boulevards, parkways or
alleys.
MOVING VIOLATION
That character of traffic violation of traffic or motor vehicle
operation ordinance of the City where, at the time of violation, the
motor vehicle involved is in motion, except that the term does not
include the driving of a motor vehicle without a valid motor vehicle
registration license, or violations relating to sizes and weights
of vehicles.
B. Upon a conviction or a plea of guilty by any person for a moving
violation, the court shall assess a fine of thirty-five dollars ($35.00)
in addition to any other fine authorized to be imposed by law if the
offense occurred within a construction zone or a work zone. For purposes
of this Section, it is not necessary that the offense occur:
1.
When there is a person in the designated zone performing duties
related to the reason for which the area was designated; or
2.
When construction, maintenance or other work activity is actually
taking place within the designated zone.
C. Upon a conviction or plea of guilty by any person for a speeding violation or a passing violation pursuant to Subsection
(F) hereof, the court shall assess a fine of two hundred fifty dollars ($250.00) in addition to any other fine authorized by law if the offense occurred within a construction zone or a work zone and at the time the speeding or passing violation occurred there was any person in such zone who was there to perform duties related to the reason for which the area was designated a construction zone or work zone. However, no person assessed an additional fine pursuant to this Subsection shall also be assessed an additional fine pursuant to Subsection
(B) hereof, and no person shall be assessed an additional fine pursuant to this Subsection if no signs have been posted pursuant to Subsection
(D) of this Section.
D. The penalty authorized by Subsection
(C) of this Section shall only be assessed by the court if signs have been erected upon or around a construction or work zone which are clearly visible from the highway and which state substantially the following message: "Warning: two hundred fifty dollars ($250.00) fine for speeding or passing in this work zone."
E. During any day in which no person is present in a construction zone or a work zone to perform duties related to the purpose of the zone, the sign required by Subsection
(D) hereof shall not be visible to motorists. During any period of two (2) hours or more in which no person is present in such zone on a day in which persons have been or will be present to perform duties related to the reason for which the area was designated as a construction zone or work zone, the sign required by Subsection
(D) hereof shall not be visible to motorists. The contractor performing the work shall be responsible for posting and removing or concealing the sign required by Subsection
(D) in compliance with this Subsection. Nothing in this Subsection shall prohibit warning or traffic control signs necessary for public safety in the construction or work zone being visible to motorists at all times.
F. The driver of a motor vehicle may not overtake or pass another motor
vehicle within a work zone or construction zone. This Subsection applies
to a construction zone or work zone located upon a highway divided
into two (2) or more marked lanes for traffic moving in the same direction
and for which motor vehicles are instructed to merge from one lane
into another lane by an appropriate sign.
