The annual fee is hereby fixed at five dollars ($5.00) for pleasure cars, motorcycles and scooters; five dollars fifty cents ($5.50) for trucks under two-ton loading capacity; and eight dollars ($8.00) for trucks two (2) tons or more loading capacity. The fee shall be assessed and payable in conjunction with the payment of personal property taxes levied by the City, such that the fee shall be payable for each motor vehicle owned by each resident on January 1 of each year. The fees specified herein shall be paid through the St. Louis County Department of Revenue in addition to such personal property taxes as may otherwise be owed.

Upon receipt of notice from the St. Louis County Department of Revenue that it has received payment from a City resident for a specified number and type of motor vehicles in accord with this Chapter, the City Clerk shall issue the appropriate number and type of vehicle licenses to the resident. If a resident shall obtain an additional or replacement vehicle, other than that for which payment was made through St. Louis County, the resident shall notify the City Clerk of such information and such additional license as may be necessary shall be provided by the City Clerk.

A separate license shall be obtained for each such motor vehicle. No such license shall be transferable to another owner of the vehicle for which the license was issued.

The resident owner of any motor vehicle operated within the limits of the City of Bel-Nor who shall fail or refuse to comply with any of the provisions of this Chapter shall be deemed guilty of an ordinance violation and, upon conviction, shall be punished as provided by Section 100.220 of this Code.
