A. 
The Mayor, on behalf of the City, is hereby authorized to enter into agreements with St. Louis County and/or private parties, for the enforcement of the City's technical codes, including necessary inspection and permitting services, as adopted in this Title V.
B. 
Terms Of Agreements. The terms of agreements entered into pursuant to Subsection (A) of this Section shall continue from year to year; however, either party may terminate upon giving forty-five (45) days' prior written notice.
C. 
Compensation Procedures. In the event of a contract with St. Louis County, the County shall collect all fees for the services provided. In the event of a contract with a private party, the City shall collect all fees for the services provided.

A. 
Schedule. A fee for each plan examination, inspection, permitting or other services to be provided by a private party pursuant to contract authorized by this Title V shall be paid in accordance with the provisions of this Section. The fee shall be paid in advance to the City Clerk in cash or by check payable to the City.
B. 
Construction Cost Estimates. The Building Official is authorized to estimate the total cost of construction of a structure, building or project by multiplying the volume of the structure by an appropriate cubic-foot cost rate. Structures or projects for which it is impractical to estimate the total construction cost by such cubic-foot cost method shall be estimated by applying current, commonly accepted unit cost figures to the various components in a commonly accepted manner. In lieu of determining the total cost of construction as outlined above, the Building Official may accept a bona fide contract or any affidavit of the owner of the building, structure or project, in which the total cost of construction, including site improvements related to the permit, is verified by applicant and owner. The Building Official is further authorized to accept a bona fide cost amount of subcontract for one (1) specialized trade or discipline of construction and determine the total assessable costs of construction for the different projects.
C. 
Building Permit Fees.
1. 
Residential. Thirty dollars ($30.00) for the first one thousand dollars ($1,000.00) of total estimated cost of construction plus three dollars ($3.00) for each additional one thousand dollars ($1,000.00) of total estimated cost of construction.
2. 
Non-Residential. Fees for a building permit for non-residential construction shall be in accordance with the following schedule:

Demolition Permit Fees. Forty cents ($0.40) for each one hundred (100) cubic feet of demolished structure.

Interior Demolition Permit Fees. Fifty dollars ($50.00).

Fence Permit Fees. Twenty-five dollars ($25.00) for the first one hundred (100) linear feet or fraction thereof of fence and ten dollars ($10.00) for each additional one hundred (100) linear feet or fraction thereof.

M. 
Fees For Construction And Inspection Services.

1. 
In addition to any other fees for specific services or permits elsewhere in this Title, users of the construction plan review and building inspection services of the City shall be required to pay the following fees:
a. 
For pre-construction plan review and approval and for post-permit on-site construction inspections, the permit applicant or permittee shall pay such sums as may be incurred by the City for technical or professional service associated with the review, approval and inspection services and an additional sum of twenty dollars ($20.00) for administrative expenses.
b. 
For occupancy permit inspections and other Housing Code inspections associated with compliance with the provisions of the Housing Code of Chapter 510 of this Title, the fee for an initial inspection of a structure shall be one hundred dollars ($100.00). There shall be no additional fee for one (1) reinspection of the same property to determine satisfaction of any predications identified in the first inspection. If a second, third, or further reinspection is requested or required, the fee shall be twenty-five dollars ($25.00) for each subsequent reinspection.
N. 
Sewer Lateral Repair Program Fee. The sewer lateral repair program fee has been increased so that a maximum charge not to exceed fifty dollars ($50.00) may be assessed annually on residential property for each lateral sewer service line serving six (6) or less dwelling units on that property and condominiums that have six (6) or less condominium units per building and any condominium responsible for its own individual lateral sewer line to provide funds to pay the cost of certain repairs of those lateral sewer service lines. This fee may be billed on a quarterly or annually basis by the City.
