As used in this article, the following terms shall have the meanings indicated:
OPERATOR
The person operating or in control of a vehicle.
PARKING
The standing of a vehicle, whether occupied or not, other than temporarily, for the purpose of, and while actually engaged in, receiving or discharging passengers or loading or unloading merchandise or in obedience to traffic regulations or traffic signs or signals.
VEHICLE
Any device in, upon, or by which any person or property is or may be transported upon a public highway.
There shall be no parking of any vehicle in any areas designated by the traffic authority, pursuant to Article III of this chapter, as "no-parking" zones, "restricted parking" zones, during the time of such restriction, "bus stand" zones or "handicapped" zones, unless such vehicle bears a special parking identification card issued by the Commissioner of Motor Vehicles.
There shall be no parking of any vehicle in violation of C.G.S. ยงยงย 14-250a, 14-251 and 14-252, as the same may be amended from time to time, or in such manner as to constitute a traffic hazard, obstruct the free movement of traffic or the use of any intersections, crosswalks or sidewalks, obstruct the use of a fire hydrant, obstruct the movement of any emergency vehicle or interfere with the ingress into or egress from any private driveway or alleyway, except with the permission of the owner of such driveway or alleyway.
Whenever any vehicle shall be found parking in violation of ยงย 232-20 or 232-21 above, a police officer may serve upon the owner or operator of such vehicle, or attach to such vehicle, a parking ticket.
The Board of Selectmen shall have the power to establish a schedule of fines for violations of ยงยงย 232-19 and 232-20 above and to print parking tickets to be issued by police officers. The fine for any such offense shall not exceed $50 per offense. Said parking tickets must be paid in person or by mail to the Town of Woodbury within the time period specified on the ticket, which time period shall not exceed seven days. Fines not paid within said time period shall be doubled.

Any person who is the recipient of a parking ticket for a violation of ยงย 232-20 or 232-21 above may appeal such fine to the parking violation hearing officer, appointed by the First Selectman, in the manner set forth in C.G.S. ยงย 7-152b, which is incorporated herein by this reference.
