SNOW EMERGENCY CONDITIONS
Whenever the Borough has received from a recognized weather forecasting service a firm forecast of an anticipated of snow, sleet, or freezing rain.
SNOW REMOVAL CONDITIONS
Whenever there exists upon streets within the Borough a substantial accumulation of ice or snow which, for the effective removal thereof, requires a prohibition of parking.

The mayor of the Borough (and in the absence of the Mayor, the President of Borough Council, and in the absence of the President of Borough Council, the Vice-President of Borough Council) shall be authorized to declare a snow emergency whenever snow emergency conditions exist due to an accumulation or impending accumulation of snow which constitutes or will constitute a hazard for vehicular traffic upon the streets of the Borough of Red Lion.

Such declaration and the announcement thereof shall be made not less than one hour prior to the time the snow emergency is to go into effect. The announcements required to be made by this Part shall be made between 6:00 a.m. and 11:00 p.m. by means of broadcasting or telecasts, where possible, through radio or television stations with a normal operating range covering the Borough, and where not possible, shall be announced by other appropriate means.

During any declared state of snow emergency, the streets set forth in Schedule XIX (§ 15-922) shall be and are hereby established as snow emergency routes.

While a snow emergency is in effect, and until such emergency has been terminated, no person shall operate a motor vehicle on any snow emergency route in such manner or in such condition as to allow or permit such vehicle to become stalled on such route, either by reason of the fact that the driving wheels of such vehicle are not equipped with tire chains or effective snow tires, or by reason of the fact that the motor fuel supply or such vehicle has been allowed to become exhausted.

Parking of any vehicle shall be prohibited on any primary snow emergency route one hour after the effective time of any snow emergency. Such parking prohibition shall continue until the Mayor has announced the termination of the snow emergency, either in whole or in part. The term "vehicle" shall be as defined in the Vehicle Code of Pennsylvania, as now in force or as hereafter amended, enacted, or re-enacted.

Where a snow emergency has not been declared and announced by 11:00 p.m., the parking prohibition set forth in Subsection 3 hereof shall not apply until 7:00 a.m. the following day.
5. 
Whenever the Mayor shall find that some or all of the conditions which gave rise to the snow emergency no longer exist, he is authorized to declare a termination of the emergency, in whole or in part, effective immediately upon announcement.

Any person, corporation, partnership, company, firm, association, or other entity who shall violate the provisions of the Part shall, upon conviction thereof, be sentenced to pay a fine, as set by resolution and as amended from time to time, for parking and other violations, as provided by the Vehicle Code, or such other fines and costs as shall be provided under the applicable provisions of the Vehicle Code, which may be in effect at the time of commission of the offense, and in default thereof, be sentenced to imprisonment in the York County Prison for a period of not more than 30 days.
