The head of the Department of Community Development shall be the Director of Community Development. There may also be appointed a Deputy Director. The Department shall consist of two divisions:
A. 
Division of Engineering and Land Use.
B. 
Division of Construction Code Enforcement and Zoning.
The Township Engineer shall be the head of the Division of Engineering and Land Use. (S)He shall be appointed by the Director, for a term of one year. The Division of Engineering and Land Use shall:
A. 
Prepare plans and specifications for public works and improvements, and supervise and inspect all work done thereunder.
B. 
Provide and maintain maps, plans and specifications, surveys and other records as may be required on public property work and facilities owned or operated by the Township, and assist the Division of Assessment to maintain the Tax Map on a current basis.
C. 
Issue such certificates as may be required by the Township Engineer in accordance with general law and ordinances of the Township.
D. 
Examine and reject or approve vouchers submitted for work performed by contractors in accordance with improvement contracts entered into by the Township.
E. 
Inspect and reject or approve the installation of improvements required pursuant to law as a condition of approval of subdivisions.
F. 
Maintain a bond chart listing all performance and maintenance bonds delivered to the Township guaranteeing construction of improvements by developers showing the following information: Name of development, expiration of the developer's agreement, number of lots in each development, date of bond, date by which all work will be completed under terms of the bond, date by which claim under bond must be filed, and date by which suit must be started, and any other pertinent information that may be required from time to time by the Mayor and Business Administrator.
G. 
Maintain and index as-built plans of all Township utility construction.
H. 
Assist the Township Attorney to obtain easements from property owners as may be required in connection with the sewer expansion program, and further in connection with the county and/or Township road widening program.
I. 
Obtain approval of plans by all authorities having jurisdiction, including, but not being limited to, the State Department of Health, the Division of Water Resources of the Department of Environmental Protection of the State of New Jersey, the County Engineer and the County Board of Freeholders.
J. 
Plant trees, remove trees, determine the viability of trees, investigate compliance with the Township's Tree Ordinance and enforce the Tree Ordinance.[1]

K. 
Prepare and maintain an Official Map of the Township as may be directed by the Planning Board.
L. 
Prepare reports for Planning Board meetings.
M. 
Investigate and prepare reports for subdivision applications and all other assignments as requested by the Planning Board.
N. 
Exercise initiative and professional judgment in conjunction with the Township Engineer in providing the community with guidance in planning its growth within the framework of a Comprehensive Plan.
O. 
Attend all meetings of the Planning Board and such meetings of the Council and other boards or agencies as may be required for the proper planning of the community.
P. 
Assist in updating the existing planning and zoning legislation of the Township.
Q. 
Assist the Planning Board in keeping current and up-to-date, by revisions, the Master Plan of the Township so that it reflects the needs and wishes of the Township consistent with the good and welfare of the community.
The Division of Construction Code Enforcement and Zoning shall be the State Uniform Construction Code Enforcing Agency established pursuant to Chapter 195, Construction Codes, Uniform, of the Revised General Ordinances of the Township of Denville, the head of which shall be the Construction Official and Zoning Officer. The Division shall also include the position of Assistant Building Inspector, to be appointed by the Director. The Construction Official shall enforce the State Uniform Construction Code in accordance with Chapter 195 of this Code. The Zoning Officer shall have the duties set forth in Chapter 600, Land Use, § 600-37.
