As used in this Part, the following words, phrases and terms shall have the following meanings:
ASSOCIATED EQUIPMENTAll equipment in a cable subscriber's home that is used to receive the basic service, regardless of whether such equipment is additionally used to receive other tiers of regulated programming service and/or unregulated service. Such equipment shall include, but not be limited to: (1) converter boxes; (2) remote control units; (3) connections for additional television receivers; and (4) other cable home wiring.
BASIC SERVICEAt a minimum, all signals of domestic television broadcast stations provided to any subscriber (except a signal secondarily transmitted by satellite carrier beyond the local service area of such station, regardless of how such signal is ultimately received by the cable system), any public, educational, and governmental programming required by the franchise to be carried on the basic tier, and any additional video programming signals as a service added to the basic tier by the cable operator. BASIC SERVICE RATEThe rate charged by a cable operator for basic service, and associated equipment costs.
CABLE OPERATORAny person or group of persons (1) that provides cable service over a cable system and directly or through one or more affiliates owns a significant interest in such cable system, or (2) who otherwise owns, controls or is responsible for, through any arrangement, the management and operation of a cable system.
CABLE SERVICE(1) The one-way transmission to subscribers of (a) video programming, or (b) other programming service; and (2) two-way subscriber interaction, if any, which is required for the selection of such video programming or other programming service.
CABLE SYSTEMA facility, consisting of a set of closed transmission paths and associated signal generation, reception and control equipment that is designed to provide cable service which includes video programming and which is provided to multiple subscribers within a community, but does not include (1) a facility that serves only to retransmit the television signals of one or more television broadcast stations, (2) a facility that serves only subscribers in one or more multiple unit dwellings under common ownership, control or management, unless such facility uses any public right-of-way, (3) a facility of a common carrier except to the extent that such facility is used in the transmission of video programming directly to subscribers, or (4) any facilities of any electric utility used solely for operating its electric utility systems.

FEDERAL LAWThe Federal Cable Communications Policy Act of 1984, as amended by the Cable Television Consumer Protection and Competition Act of 1992 and all regulations promulgated by the FCC thereunder, as any of the foregoing may be amended from time to time.
