The Board of Commissioners is hereby authorized to direct that streets or highways or parts thereof, or a particular width or additional widths thereof, be graded, curbed, recurbed, guttered, paved, repaired, macadamized or otherwise improved, and that surface water or storm sewer drainage systems be installed therein. All streets, highways, alleys and thoroughfares in the Township shall be paved to the minimum width from time to time as the Board of Commissioners may direct.

The Commissioners of the Township of East Pennsboro are hereby authorized to enter into a contract or contracts in the name of the Township for the whole or any part of the said work, or for materials or labor connected therewith, with such party or parties and upon such terms as the Commissioners may determine or agree upon.

The Board of Commissioners may assess and collect the whole cost of the work authorized in § 21-101 of this Part, or any part thereof, from the owners of real estate abutting on the improvements by an equal assessment on the front foot. The Board of Commissioners may make equitable adjustments for corner lots or lots of irregular shape, where an assessment for full frontage would be unjust.

The Secretary of the Township shall cause 30 days' notice of the assessment to be given to each party assessed, either by service on the owner or agent, or by leaving the notice on the assessed premises.

Any assessments authorized under this Part shall be paid either in full, within 60 days after notice of such assessment shall have been given the party assessed, or in four equal semi-annual installments, the first of which shall be due and payable within 60 days after such notice, and the remainder of which shall be due and payable at six months intervals thereafter. Such installments shall bear interest at the rate of 6% per annum, commencing upon the date of completion of the improvement. Whenever an assessment is not paid in full within 60 days after notice thereof has been given, a lien to secure the payment of the assessment and interest shall be timely filed in the Prothonotary's office of Cumberland County.

In case of default in the payment of any installment and interest for a period of 60 days after the same shall become due, the entire assessment and accrued interest shall become due, and the Township Solicitor shall proceed to collect the same under the general laws relating to the collection of municipal claims.
