Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this Part for any person to park a vehicle or allow it to remain parked otherwise.

No person shall park a vehicle upon any of the streets or parts thereof described in this Section, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

1. 
Definitions. Wherever in this Section the following terms are used, they shall have the meanings respectively ascribed to them in this Section:
HIGHWAY
Every street, way or place of whatever nature, open to the use of the public as a matter of right, for purposes of vehicular travel. The term "highway" shall not be deemed to include a roadway or driveway upon grounds owned by private persons, colleges, universities, or other institutions.
LOADING AND UNLOADING
The privilege to stop, stand, or park a truck or such other vehicle while engaged in the expeditious loading or unloading of material on any street, providing such loading or unloading does not exceed a period of 120 minutes.
MOTOR VEHICLE
Every vehicle, as herein defined, which is self-propelled.
PARKING
The standing of a vehicle except police or fire department vehicle or ambulance, whether occupied, or not, upon a highway, otherwise than temporarily for the purpose of and while actually engaged in the loading and unloading of passengers or materials, or in obedience to traffic regulations or traffic signs or signals.
PRIVATE ROAD OR DRIVEWAY
Every road or driveway not open to use of the public for purposes of vehicular travel.
ROADWAY
That portion of a highway between the regularly established curb lines or that part improved and intended to be used for vehicular travel.
STREET
A highway where the roadway exceeds 20 feet in width. The term "street" shall not be deemed to include a roadway or driveway upon grounds owned by private persons, corporations, colleges, universities, or other institutions.
TIME STANDARD
Wherever hours are mentioned in this Section, they shall be construed to mean Eastern standard time or Eastern daylight saving time, as the same may be in current use in the Borough of Rankin.
WAY or ALLEY
A highway, the roadway of which does not exceed 20 feet in width.

From and after the passage of this Section, it shall be unlawful and illegal for a commercial motor vehicle with a capacity in excess of one ton or over or a house trailer to park longer than 120 minutes upon any highway, street, way or alley within the Borough of Rankin.
3. 
That if a motor vehicle with a capacity in excess of one ton or over or a house trailer needs a period of time more than 120 minutes for the purpose of parking in order to load or unload, then the owner or operator of said motor vehicle or house trailer must first secure a permit from the Mayor of the Borough of Rankin.

1. 
Definitions. As regards this Section, the following words or phrases shall have the meanings ascribed to them in this Section:
RECREATIONAL VEHICLE
A transportation structure either self-propelled or capable of being towed by another vehicle and primarily designed or constructed either to provide temporary, moveable living quarters for recreational, camping, travel or other use or to carry equipment for such uses. "Recreational vehicles" shall include the following:
A. 
BOATAny vessel for transportation on the water. A boat placed on a trailer shall constitute one recreational vehicle.
B. 
CAMPERA room-like addition to be placed over a truck bed, outfitted as temporary living quarters for use in camping. These campers can be readily demounted from the truck bed.
C. 
MOBILE HOMEA dwelling unit capable of being hauled to a semipermanent site.
D. 
MOTOR BOATA boat propelled by an inboard or outboard motor.
E. 
MOTOR HOMEA motorized vehicle equipped for use as a movable dwelling or office not drawn by another vehicle.
F. 
OFF-ROAD MOTOR VEHICLEAny motorized transportation vehicle not designed for use on highways.
G. 
TENTA portable shelter of canvas supported by poles or a metal frame, including wheeled "pop-up" tents which walls are collapsed while the recreational vehicle is being towed, and are raised or unfolded when the vehicle becomes temporary living quarters and is not being moved.
H. 
TRAILERA vehicle equipped for use as a movable dwelling or office drawn by another vehicle.
I. 
TRAILER FOR BOATS, MOTORCYCLES, OFF-ROAD VEHICLES, UTILITY PURPOSES OR SNOWMOBILESA vehicle on which a boat, motorcycle, off-road vehicle, snowmobile or other recreational, camping or travel equipment may be transported and which is towable by another vehicle.
2. 
Parking/Storage of Camping and Recreational Equipment. Any owner of camping and recreational vehicle, including but not limited to mobile hones, campers, trailers, mobile homes, tents, boats, motor boats and off-road motor vehicles, may park and/or store such equipment subject to the following conditions:
A. 
At no time shall such recreational vehicles parked or stored on the premises or street be occupied or used for living, sleeping or housekeeping purposes.
B. 
If the recreational vehicle is parked or stored outside of a garage, it shall be parked or stored to the rear of any building on the property.
C. 
If for any reason the recreational vehicle is to be parked and/or stored on a public street for more than 48 hours, then a permit must be applied for at the Borough of Rankin Municipal Building. Said permit may be obtained upon payment of the fee therefor as set out in a schedule of fees adopted and amended from time to time by resolution of the Borough of Rankin. The term of said permit shall not exceed three days.
D. 
Recreational vehicles may be parked any where on the premises temporarily for loading or unloading purposes.
E. 
Trailers used as contractors' offices or equipment sheds may be parked on the site of an active construction project for the duration of the approved building permit.
3. 
Violations and Penalties. Any person violating any of the provisions of this Section shall be punishable, upon conviction thereof, by a fine of not less than $100 or more than $300 and costs of prosecution for each offense or, upon default in payment of the fine and costs, by imprisonment in the county prison for not more than 30 days.
4. 
Procedure for Prosecution. All prosecutions under this Section shall be brought in the name of the Borough of Rankin before any Magisterial District Judge and shall be commenced by information and warrant, citation or complaint and summons and shall be directed to and be served by a constable or other proper person. Warrants shall be returnable forthwith, and upon such return, like proceedings shall be had as in the case of summary convictions.

It shall be unlawful for any person to park, or to allow to remain parked, on any of the following streets or parts of streets, any vehicle other than a passenger car, van, or pickup truck:

Any person who violates any provision of this Part shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs; provided, however, that it shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the Chief of Police all violations of any provision of this Part, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this Part. The notice shall contain instructions to the owner or driver of the vehicle that if he will report to the Police Department and pay the fine within five days after the time of the notice, or if he will place the fine within an envelope and mail it, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this Section.

The following schedule of fines shall be applicable to the respective parking violation:
1. 
Parking over time limit (two hours): $5.
2. 
Street sweeping: $10.
3. 
Parking where prohibited: $25.
4. 
Parking over white line: $15.
5. 
Fire hydrant: $25.
6. 
Sidewalk: $20.
7. 
Parking in handicapped spaces: $50.

Parking permits may be issued by the Borough office for the municipal parking lots for such fee as is established from time to time by the Borough Council of the Borough of Rankin.
