No political signs shall be erected or posted in the Borough
of Liberty, on public or private property, without the person or entity
erecting or posting such signs having first obtained a license from
the Secretary of the Borough of Liberty, and no such license shall
be denied to any person or entity provided the applicant for license
complies with the provisions of this Part.

Any person or entity who applies for a license, and who may
be granted a license by the Secretary of the Borough of Liberty under
the provisions of this Part, shall pay to the Borough, upon receipt
of the license, a license fee, in an amount as established from time
to time by resolution of Borough Council, to defray the costs of administration
of this Part, and additionally, the sum, in an amount as established
from time to time by resolution of Borough Council, as a deposit,
which deposit shall be refundable to the person or entity applying
for the license; provided, all political signs posted or erected by
such person or entity are removed within five calendar days following
any municipal election. Failure to remove such signs posted or erected
within five calendar days following any municipal election shall subject
the person or entity paying the license deposit to a forfeiture of
the deposit, plus any fine or penalty hereinafter provided for, and
all such posted or erected signs shall be removed by employees of
the Borough of Liberty. Each sign that remains after the deadline
for the removal of the same shall be considered a separate offense
for the person or entity posting or erecting such sign.

No person or entity shall post any bills or signs or advertising
whatsoever, including political signs, whether printed matter, painting
or anything of any kind or nature whatsoever, upon any fire alarm,
telegraph, telephone, or electric light pole within the limits of
the Borough of Liberty.

No person or entity shall post any bills or signs or advertising
whatsoever, including political signs, whether printed matter, painting
or anything of any kind or nature whatsoever, upon private property
within the Borough of Liberty, without first having obtained the consent
of the owner to do so.

Any person or entity violating any provisions of this Part,
upon conviction thereof in an action brought before a magisterial
district judge in the manner provided for the enforcement of summary
offenses under the Pennsylvania Rules of Criminal Procedure, shall
be sentenced to pay a fine of not more than $1,000 plus costs and,
in default of payment of said fine and costs, to a term of imprisonment
not to exceed 90 days, and, additionally, all signs posted or erected
in violation of this Part shall be immediately removed by employees
of the Borough of Liberty without any prior notice required to be
given to the person or entity erecting or posting such signs in violation
of this Part. Each day that a violation of this Part continues or
each section of this Part which shall be found to have been violated
shall constitute a separate offense.
