When the Village has physical possession of the abandoned property, it may sell the abandoned property in accordance with its established provisions and regulations and may transfer ownership by means of a bill of sale signed by the Village Clerk and sealed with the official Village Seal. Such bill of sale shall contain the make and model of the abandoned property, the complete abandoned property identification number, and the odometer reading of the abandoned property, if available, and shall be lawful proof of ownership for any dealer registered under the provisions of Section 301.218, RSMo., or Section 301.560, RSMo., or for any other person.

It shall be unlawful for any person to operate, park or abandon any motor vehicle or trailer upon the public streets within the corporate limits of the Village of Oak Grove without having displayed the valid license plates or temporary permit issued by the Director of Motor Vehicle Department of the state.

A notice of violation sticker shall be placed on any such motor vehicle or trailer parked on any public street within the corporate limits of the Village of Oak Grove.

The notice of violation sticker shall indicate the date and time of the violation and, if possible, the make, model, body style or VIN number of the motor vehicle or trailer in violation.

The owner of the motor vehicle or trailer in violation shall be given a date or time noted on the violation sticker to have the unlicensed motor vehicle or trailer removed from the public street.

Failure to remove any unlicensed or abandoned motor vehicle or trailer, which has had a notice of violation sticker placed on it, from any public street within the date or time specified on the notice of violation sticker shall give cause for the unlicensed or abandoned motor vehicle or trailer to be towed and impounded at the owners' expense.
