No person shall place in any of the streets, creeks, watercourses,
or sewer inlets of the Borough any excrement, filth, garbage, ashes,
refuse, waste paper, rubbish, animal carcass, empty boxes or containers,
or abandoned matter of any kind upon the premises of any other person
within the Borough without the prior permission of such other person.

Nothing in this Part shall prohibit any person from setting
out garbage or rubbish for collection by the Borough or other authorized
collector.

Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof, shall be sentenced to pay a
fine of not more than $1,000 plus costs and, in default of payment
of said fine and costs, to a term of imprisonment not to exceed 30
days. Each day that a violation of this Part continues shall constitute
a separate offense.
