The owner of every property fronting upon or alongside of any of the streets in the Borough of Dublin is hereby required to remove or cause to be removed from all of the sidewalks in front of or alongside of such property all snow or ice thereon fallen or formed within 24 hours after the same shall have ceased to fall or to form. A passage way with a minimum width of 30 inches the entire length of said sidewalks shall be deemed the minimum requirement to meet the safety needs of the inhabitants of the Borough. Where the term "owner" is used in this Part, it shall include, with equal force and effect, the tenant or occupant of any leased property.

The Borough Council, or any officer or employee of the Borough designated thereby for the purpose, is hereby authorized to give notice, by personal service or by United States mail, to the owner of any premises whereon said ice or snow is in violation of the provisions of § 21-201, directing and requiring such owner to remove or cause to be removed such ice or snow within eight hours after receipt of such notice.

In any case where the owner as aforesaid shall fail, neglect or refuse to comply with any of the provisions of §§ 21-201 and 21-202 within the time limit prescribed therein, the Borough authorities may proceed immediately to clear all snow and/or ice from the sidewalk of such delinquents, and to collect the expenses thereof, with any additional amount allowed by law, from such owner which may be in addition to any fine or penalty imposed under the § 21-203 of this Part. The minimum charge for the cost of removing the ice or snow shall be in an amount as established from time to time by resolution of Borough Council.

Any owner who shall fail to remove any snow or ice from any sidewalk as required by the § 21-201 of this Part, upon conviction thereof, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this Part continues shall constitute a separate offense.
