The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 293-61), attached to and made a part of this chapter.
No person shall stop or stand a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 293-62), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XIV (§ 293-63) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIV, attached to and made a part of this chapter.
No person shall stop or stand a vehicle during the times specified in Schedule XV (§ 293-64) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVI (§ 293-65) at any time between the hours listed in said Schedule XVI of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
Parking in the public highway bordering on any school property during the hours when school is in session is hereby prohibited.
No person shall park a vehicle between the hours of 2:00 a.m. and 6:00 a.m. of any day upon any street or any part of any street except as set forth in the following subsections:
A.
Where the Chief of Police shall be satisfied that a resident making application for the permission provided for in this and the following subsection has no driveway, garage or other legal off-street parking space on his premises and no publicly owned facility on which overnight parking is permitted is located within one block of such resident's premises, the Chief of Police shall issue to such resident an insignia authorizing such resident to park a motor vehicle owned by him on the public streets of the Borough where parking is not otherwise prohibited between the hours of 2:00 a.m. and 6:00 a.m.
B.
Such insignia shall be displayed at all times upon the inside rear view mirror of the motor vehicle being parked as permitted herein so that the same shall be visible from outside such vehicle.
C.
Number of permits.

Permits will be valid for a period of one year and expire on December 31.

E.
Where the Chief of Police shall be satisfied that certain special circumstances exist upon review of an application being made by a resident under this section for a temporary parking permit, the Chief of Police shall issue to such applicant an insignia authorizing such applicant to park a motor vehicle owned by the resident or a member of the resident's household on the public streets of the Borough where parking is not otherwise prohibited between the hours of 2:00 a.m. and 6:00 a.m.

The Chief of Police may consider various factors upon review of an application made under this subsection, including, but not limited to, the length of time requested for the temporary permit; the purpose for which the temporary permit is requested and how the purpose relates to the business of the Borough or its residents; the number of outstanding parking permits at the time of the request and the potential impact on residents of the surrounding area for where the permit is requested; and the effect on the Borough and its ability to provide services. By way of illustration only and by no means exhaustive, some examples of special circumstances existing may include but are not limited to college students returning home to the Borough during semester breaks and/or holidays; long-term illness or care givers; and construction projects requiring certain vehicles and equipment to be parked on a street.
F.
All insignias issued under this section shall be color-coded to indicate the period of validation.

No motor vehicle shall be permitted to be parked on any street for more than 24 continuous hours.

Use of the overnight parking call-in procedure is restricted and prohibited in the above area without the permission of the Chief of Police.

The locations described in Schedule XVIII (§ 293-67), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XIX (§ 293-68), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XX (§ 293-69), attached to and made a part of this chapter, are hereby designated as bus stops.

The locations described in Schedule XXIV (§ 293-71.2), attached to and made a part of this chapter, are hereby designated as fire lanes, upon which no person shall stop or stand a vehicle. Said fire lanes shall be marked by painting yellow the curbs abutting each fire lane and erecting "Fire Lane" signs.
