It shall be unlawful for any person to conduct or to take part in, upon the highways of this City, any procession or parade comprised of more than five (5) vehicles or a group of pedestrians more than eight (8) feet in width or more than forty (40) feet in length, under the direction of one (1) or more persons, except funeral processions, the military forces of either the State or United States, the Police Department or the Fire Department, without first having obtained a permit from the Chief of Police, which permit shall set forth the roadways or highways which the parade or procession shall traverse and the hours of the day within which the same shall proceed. Such processions or parade shall be conducted only in conformance with the terms of such permission by the Chief of Police.
