Unless a license therefor shall first have been obtained from
the Licensing Board, no person shall conduct a public dance, circus
or carnival, theatrical or dramatic representation, parade or procession
upon any public street or way, and no open air public meeting upon
any ground abutting a public street or way or any party or gathering
on private property which party or gathering is open to the general
public.
