The International Energy Conservation Code, 2012 Edition, published by the International Code Council, Inc. is hereby adopted by reference and made part of this article as though set out in full herein; provided that whenever any provisions of the International Energy Conservation Code shall conflict with the provisions of the City Code or any other City ordinance, the provisions of the City Code or such City ordinance shall govern. One copy of the Energy Conservation Code shall be on file at the office of the Municipal Clerk and available for public inspection at any reasonable time. The provisions of the Energy Conservation Code shall be controlling throughout the municipality and throughout its zoning jurisdiction.
The International Energy Conservation Code, 2012 Edition, is amended and changed in the following respects:

Section R401.3. Delete: Requirement for posting res-check near electrical panel.
(b)
Section R402.2.4. Delete: Requirement of weatherstripping around the lid of the attic access.
(c)
Section R402.4.1.2. Delete: Requirement for blower door testing.
(d)
Section R403.2.2. Delete: Exception procedures for duct-leakage test.
(e)
Section R403.2.3. Delete: Requirement to seal cold-air returns in stud cavity.
(f)
Section R403.4.2. Delete: Item 3, requirement for insulation of water pipe from water heater to kitchen.
C.
Energy conservation standards.
(1)
Minimum requirements are as follows:
(a)
Ceiling: R-44 insulation.
(b)
Frame walls: R-19 (combined R-value of wall elements).
(c)
Slab edge (on-grade): R-10 insulation, 24 inches down from top of slab.
(d)
Floors (over unheated spaces): R-30 insulation.
(e)
Finished basement walls: R-15 (combined R-value of wall elements).
(f)
Crawl spaces: R-10 insulation. Shall be a conditioned space. Floor shall be covered with not less than three inches of concrete.
(g)
Windows: Minimum of double-glazed and maximum U-factor of 0.55.
(i)
Weatherstripping/Caulking: whatever is necessary to minimize infiltration.
(j)
HVAC equipment.

Boilers and furnaces: combustion efficiency equals 80%.

Air conditioners/heat pumps - cooling: SEER minimum rating 10.0.

Controls: Each system controlled by thermostat; heating system capable of setback to 55° F.; cooling system capable of setup to 85° F.

Ductwork: R-6 insulation when outside conditioned space; all transverse joints sealed.
