As used in this Chapter, the following terms shall have the meanings indicated:
ANIMALS
Any living creature, domestic or wild.
AT LARGE
Off the premises of the owner and not under the control of the owner or a member of his/her immediate family, either by leash or otherwise.
KEEPING AND HARBORING
Any person who shall allow any animal to habitually remain or to lodge or to be fed within his/her home, store, yard, enclosure or place shall be deemed and considered as keeping and harboring said animal.
NOT UNDER REASONABLE CONTROL
A dog shall be deemed to be not under reasonable control when such dog, not being upon the premises of its owner, if not with, or under the control of its owner, the owner's agent, or some member of the owner's family or when such dog commits damage to the person or property of anyone other than its owner, except when the dog is in defense of its owner, his/her family or property.
OWNER
Any person or corporation owning, keeping or harboring animals.
PERSON
Any individual.
REASONABLE CONTROL
As used herein, is deemed to be when such dog is on the premises of its owner, or when such dog is not on the owner's property with and under control of its owner, his/her agent or some member of the owner's family.
RESTRAINT
An animal shall be deemed to be under restraint if on the premises of its owner or if accompanied by a responsible person and under that person's control.
VICIOUS DOG
Any of the following dogs:
1. 
Any dog, whether or not running at large and whether or not unrestrained, that without provocation has bitten any person not a trespasser causing serious physical injury to that person.
2. 
Any unrestrained dog, whether or not running at large, that without provocation has attempted to bite any person not a trespasser which would cause serious physical injury to that person.
3. 
Any unrestrained dog, whether or not running at large, that without provocation has placed any person not a trespasser in apprehension of immediate serious physical injury.
4. 
Any dog that has killed another dog, cat or other domestic animal without provocation.

A. 
Animals Running At Large. No person shall permit any animal to run at large within the Village.
B. 
Owner To Provide Food And Shelter. No person in the Village shall fail to provide any animal with necessary sustenance, drink, and protection from the elements, or cause any of these omissions to be done.
C. 
Abandonment. No person shall abandon any animal or cause any animal to be abandoned within the Village Limits of Oak Grove Village.

A. 
Trespassers Or Tormentors. No animal may be declared a vicious dog if the threat, injury or damage was sustained by a person who, at the time, was committing a willful trespass or other tort upon the premises occupied by the owner or keeper of the animal, or was teasing, tormenting, abusing, or assaulting the animal, or has, in the past, been observed or reported to have teased, tormented, abused or assaulted the animal or was committing or attempting to commit the crime.
B. 
Law Enforcement. Dogs owned by Governmental or Law Enforcement Agencies when being used in the services of those agencies are exempt.

No person shall, within the Village limits, own, keep, harbor or allow to be in or upon his/her premises any vicious dog unless such vicious dog is kept securely confined upon such premises.

No person shall permit a dog to go outside its kennel, pen, or secure structure unless that person has the dog securely leashed on a leash no longer than six (6) feet in length and that person has physical control of the leash.

A. 
The owner or keeper of the dog shall display a sign on his or her premises that there is a vicious dog on the property. This sign shall be visible and capable of being read from the public highway or thoroughfare from which the property is entered.
B. 
The owner or keeper of the dog shall display a sign on the kennel, pen or fenced yard of such vicious dog reading "Beware of Dog."

A. 
The owner or keeper of the dog shall be fined not less than one dollar ($1.00) or not more than fifty dollars ($50.00) for each day that the dog is at large.
B. 
Each day the dog is at large shall be considered a separate offense and the owner or keeper of the dog shall be fined accordingly.

A. 
Any person that wishes to make a complaint about a dog running at large must do so in the form of a written letter describing the dog, the owner's name and the location in which the dog was last seen.
B. 
Complaint letters must be delivered, either by hand or by mail, to Oak Grove Village City Hall, P.O. Box 432, Sullivan, MO 63080.
