Certain documents, one copy of which is on file in the office
of the Borough Council and one copy of which is on file with the Sayre
Borough Code Enforcement Agency, being marked and designated as "National
Electrical Code — Administration and Enforcement Provisions"
(see National Electrical Code — Administration and
Enforcement Provisions Annex H. 2014 Edition), as published by the
National Fire Protection Association, be and is hereby adopted as
the Code of the Borough of Sayre for regulating the design, construction,
quality of materials, erection, installation, alteration, repair,
location, relocation, replacement, addition to, use or maintenance
of electrical systems in the Borough of Sayre and providing for the
issuance of permits and collection of fees therefor; and each and
all of the other regulations, provisions, conditions and terms of
such National Electrical Code — Administration and
Enforcement Provisions 2014 Edition, published by the National Fire
Protection Association, on file in the office of the Borough Secretary
are hereby referred to, adopted and made a part hereof as if fully
set out in this chapter.
The following sections are hereby adopted:
A. Informative
Annex H, Administration and Enforcement. This section is adopted in
its entirety subject to the following revisions:
(1) In Informative Annex H, Section 80.15 A, insert: "Borough of Sayre."
(2) In Informative Annex H, Section 80.15 B and C are hereby revised
to read as follows:

Membership of the board.

"The review board shall be the Sayre Code Review Board appointed
by the Sayre Borough Council which will hear all appeals of the Code
Enforcement Officer's decision to enforce the ordinance. All
appeals shall be filed within 30 days of notice of the violation.
Said Appeals Board shall consist of three members appointed by Council
for initial terms of one year, two years, and three years. Thereafter
each Board member shall, upon the approval by Council, serve a term
of five years. The qualifications for the Board will be determined
based on the recommendation by the Borough Council who are qualified
by experience and training to pass on matters pertaining to the ordinance.
The Code Review Board fee shall be $750 plus costs and may be amended
from time to time by the municipality for the administration and appeals
undertaken pursuant to this chapter and the Code shall be established
by the governing body by resolution."

(3) In Informative Annex H, Section 80.19 is hereby revised to read as
follows:
Permits and Approvals. Fees. "Fee schedule adopted
by resolution of the Borough Council."

(4) In Informative Annex H, Section 80.23 is hereby revised to read as
follows:
Notice of Violations and Penalties: 3. "Any person
who shall violate any provisions of this chapter shall, upon conviction
thereof, be punishable by a fine of not more than $1,000, plus costs
of such proceedings. The continuation of such violation for each successive
day shall constitute a separate offense, and the persons or persons
allowing or permitting the continuation of the violation may be punished
as provided above for each separate offense."

In informative Annex H, Section 80.33 is hereby revised to read
as follows:
Repeal of Conflicting Acts: "(The Borough of Sayre, entitled "Chapter
65. ICC Electrical Code. Electrical Standards" and all other ordinances or parts of ordinances in conflict herewith are hereby repealed.)"
In informative Annex H, Section 80.35 is hereby revised to read
as follows:
Effective Date: "Article 80 shall take effect immediately
after its passage and publication."
