The purpose of this article is to set forth minimum standards for road construction and for reconstruction for any road, highway, street, alley or other thoroughfare which may be presented to the Borough for dedication as a public road or sought for dedication as a public road by the Borough:

All roads, highways, streets, alleys or other thoroughfares to be considered for dedication as a public road as above described shall meet the following minimum standards:
A.
All roads and streets shall have a minimum right-of-way width of 40 feet.
B.
All roads and streets shall be graded to a minimum width of 30 feet with a minimum cartway of 18 feet.
C.
Stumps, roots and sods shall be removed from said minimum width of the road.
D.
Topsoil shall not be used as fill in the subgrade.
E.
The Council or Borough Engineer shall approve fill materials or have unsuitable materials removed.
F.
All large rocks or boulders shall be broken off not less than 36 inches below the surface of the subgrade.
G.
The subgrade shall be made by excavation or reshaping of the existing surface to the proper line, grade and cross section as determined by the Council or Borough Engineer.
H.
The minimum pitch from the crown of the roadway to the side of the roadway shall be 3/8 inch to the foot.
I.
All roads shall be well drained as would be required by standard engineering practice. The minimum size of pipe shall be 15 inches.
J.
Grades shall not exceed 12% maximum.
K.
Subgrade shall be brought to a firm; thoroughly compacted surface by rolling with an approved three-wheel ten-ton roller.
L.
After the subgrade has been prepared to the satisfaction of the Council or its designee, a base course shall be applied to a width of 26 feet, consisting of graded crushed stone or shale, and shall be compacted to a minimum thickness of six inches by an approved three-wheel roller weighing not less than 10 tons. The above standards shall apply unless special conditions shall, in the opinion of the Council or its designee, require a base course thicker than six inches compacted.
M.
A course of bituminous material shall then be applied to the base course when completed for the full base course width of 26 feet; said course shall meet the requirements of the Pennsylvania Department of Transportation ID2, Form 408, as amended, to a compacted depth of 1 1/2 inches. A final wearing course of a depth of one inch of ID2 shall then be applied to the cartway width of 18 feet. Shoulders shall be Type Seven as set forth in Form 408.
The Borough shall have no responsibility of any kind with respect to any road or drainage facility in connection therewith, notwithstanding the use of the same by the public unless the road or drainage facilities are accepted by resolution of the Council.
