A. There is hereby created the office of electrical inspector who shall
be appointed by the City Manager and serve at the pleasure of the
City Manager. The inspector shall have at least three years of active
experience in the electrical industry and shall have no interest,
direct or indirect, in any firm or corporation engaged in the electrical
industry.
B. It shall be the duty and responsibility of the electrical inspector
and/or his deputies to inspect all electrical installations under
the jurisdiction of the City, in order to ascertain if such installations
are, in any respect, dangerous to the lives, safety, welfare and health
of the citizens of the City or property.
C. The electrical inspector may make an annual inspection of all electrical
equipment in the fire limits. The electrical inspector may also make,
or cause to be made, periodic inspection tours of all electrical installations.
D. The electrical inspector shall have the authority to make special
rulings when circumstances warrant, for the safeguarding of life and
property and the improvement of electrical installations but in all
cases persons engaged in the installation of electrical equipment
must be notified of these decisions.
E. The City electrical inspector shall have the general supervision
over all electrical wiring, apparatus, lines, appurtenances and other
electrical installations on or in any and all buildings, streets and
alleys, parks and private lots, within the City, and is hereby vested
with full authority to enter upon any premises or in any building,
at any reasonable hour, in the discharge of his duties.

Any person interfering with the electrical inspector in the
official discharge of his duties shall be guilty of an offense.

A. It shall be unlawful for any person to install or alter any wiring
system, as defined in this chapter, in or on any building or structure
which is in the City or which is supplied with electricity by the
City without first securing a permit issued by the office of the code
enforcement official.
B. A permit shall be issued only if the proposed work will comply with
the provisions of this chapter and all other applicable ordinances.
C. Permits for all electrical work shall be issued only in the name
of a person who is a registered electrical contractor, in the name
of the homeowner or in the name of the business or firm that employs
a registered electrical contractor.
D. A person applying for an electrical permit shall pay to the City
the fee established by resolution.
E. A permit shall not be required for property owners performing residential
maintenance.

When the electrical inspector finds any defective, unsafe or
hazardous electrical wiring, apparatus or condition, he shall notify
the electrical contractor who installed the work and/or the person
who owns or controls the property of the condition. The notice shall
be in writing; specify the defective, unsafe or hazardous wiring,
apparatus or condition; and contain a time limit for the correction
of the unsafe, defective or hazardous wiring, apparatus or condition.
Failure to correct the unsafe, defective or hazardous wiring, equipment
or condition shall constitute an offense and shall subject the premises
upon which it exists to having its electrical service discontinued
or detached by the utilities department. Electrical service shall
not be restored until the electrical inspector determines that the
unsafe, defective or hazardous condition, apparatus or wiring has
been eliminated.

A. All construction poles shall be considered temporary service, and
it shall be required that a permit be issued. In those cases where
an electrical permit has been issued for the construction that the
temporary service pole is being used for or served, such electrical
permit shall also permit and apply to construction poles. A meter
shall be set after the electrical inspector has inspected and approved
the work.
B. The person named on the electrical permit or his/her representative
shall be present at the time of each inspection.
C. No meter shall be allowed to be reset from a temporary service pole
to any permanent service without or before such service has been inspected
and approved.
D. It shall be unlawful for any person to conceal or cause to be concealed
any electrical equipment used for electric light, heat or power until
the installation has been approved by the electrical inspector.
E. Inspection of electrical systems outside the City limits and not
connected to the City electrical system shall only be authorized by
the City Manager.
