There is hereby adopted by reference as if set out at length in this Code that document on file in the office of the City Clerk entitled "Comprehensive Plan, Technical Plan Document," as now or hereafter amended. Such document consists of the zoning ordinance, zoning maps and the subdivision regulations of the City. Three copies of such document are on file in the office of the City Clerk for examination and inspection by the public.

A. 
The owner or occupant of any business or dwelling house, or place of abode within the City shall place in a conspicuous place the number of the house, or place of abode, which shall be assigned by the City code official.
B. 
The numbering east and west shall begin with Cleveland Avenue, and proceed eastward and westward therefrom to the City limits. Each block shall be numbered by hundred to correspond with the number of blocks distant from Cleveland Avenue, and the houses or places of business shall be numbered on the north side of the street with even numbers and on the south side of the street with odd numbers. Numbering north and south shall begin with Broadway Street and proceed north and south as hereinbefore provided; the even numbers shall be on the east side of the street and the odd numbers on the west side of the street. The first lot number in each block shall be the lowest number in the hundred assigned to the block. Succeeding numbers shall alternate with the next preceding number.
C. 
No other number shall be placed on premises for the purpose of identifying or locating the premises.
D. 
No officially placed number shall be defaced, obstructed or removed except by a duly authorized City official.

There is hereby created a City planning commission.

A. 
The City planning commission shall consist of five residents of the City appointed by the Board of Commissioners for terms of three years each.
B. 
All members of the planning commission shall serve without pay.

It shall be the duty of the City planning commission to study and prepare plans and recommendations to be submitted to the Board of Commissioners for the systematic development and betterment of the City, as a place of residence and business. It may consider and investigate any subject matter tending toward the development and betterment of the City, and make recommendations as it may deem advisable concerning the adoption thereof to the Board of Commissioners, and may, when the matter is referred to it by the Board of Commissioners, recommend the location and design of any public building, statue, memorial, park, boulevard, street and alley, playgrounds, public ground or bridges, or the change and location of any street, alley or grade thereof. It may recommend approval or rejection of plats and deeds of dedication of all land proposed to be subdivided into lots, blocks and public ways, either within or without the corporate limits of the City. It shall have such other powers and duties as may be authorized by the Board of Commissioners.
