No person shall excavate, dig in, alter or change, or interfere with any street, avenue, alley, sidewalk, pavement or other public ground without a permit from the City Clerk, who shall not issue the permit without the approval of the City engineer.

A. 
A person doing work for which a permit is required by this article shall deposit with the City Clerk a cash or surety bond conditioned that he shall replace any such street, avenue, alley, sidewalk, pavement or other public ground, or the surface thereof, into the same condition as the street, avenue, alley, sidewalk, pavement or other public ground was prior to the time of the performance of the work. The cash deposit shall be in such sum as the City Manager determines to be reasonably necessary to cover the cost of restoring the street, avenue, alley, sidewalk or other public ground to the same condition as it was prior to the doing of the work.
B. 
The bond shall be returned 14 months after completion of the work required. The City shall utilize such portion of the cash deposit as may be necessary for the purpose of restoring the excavated area to its former condition.

Upon completion of the work for which a permit has been issued pursuant to the provisions of this article, all excavations, trenches or ditches shall be filled, firmly tamped and the surface on such streets, alleys or avenues placed in as durable, smooth and serviceable condition and in the same condition as it was before the work was done. In the event that the surface of any paved street, avenue or alley shall have been disturbed by any such work, the pavement shall be replaced with like material and in all respects in the same condition in which it was before such work was done. All such repairs shall be under the supervision of the City engineer.

A. 
A person doing work for which a permit is required by this article shall provide suitable and adequate railings and guard devices around all excavation, ditches or trenches made. From sunset to sunrise, he shall place sufficient amber lights or torches on each side of the excavations, trenches, or ditches as are necessary to give adequate and suitable warning of danger.
B. 
The person must at the time of the excavation, and until the place is restored to its original condition, construct and maintain an appropriate bridge across the work for the passage of pedestrians or travel at all times. At night, such persons shall place and maintain an amber light on each side of the bridge to protect the public. The bridge shall have banisters or guard rails, if any ditch is left open on either side. Torches may be used in place of the amber lights required in this section.
C. 
In all cases where the ditch or excavation runs parallel with the street either to the sidewalk in the street or a driveway, an amber light shall be placed not less than 25 feet apart and along the ditch. The lights shall be maintained from sunset until daylight.

A. 
The document known as the Standard Specifications for Street and Sidewalk Construction is hereby adopted by reference as if set out at length in this Code. Three copies of such standards are on file in the office of the City Clerk.
B. 
No person shall construct or repair a street or sidewalk in violation of the document adopted in Subsection A of this section.

A. 
Sidewalks constructed in any street, avenue, alley or public ground in the City shall be constructed of concrete.
B. 
All sidewalk repairs shall be subject to the approval of the City engineer. The City engineer shall require like standards of material and construction as in the case of new or original sidewalks, provided that he may approve repairs made with the same materials and construction as in the old work when, in his judgment, the conditions warrant such materials and construction.
C. 
The contractor shall put up and maintain sufficient lights at night, also suitable barricades and take any other and all proper precautions to guard against danger or injury to persons or property, and shall interfere as little as practicable with the use of the street. In addition to personal liability for failure to perform the conditions required in this section, such contractor shall be guilty of an offense for each and every violation of this section, provided that each day or night in which such precautions are not taken shall be a separate offense and upon conviction shall be punished accordingly.
