A. 
It is a misdemeanor and punishable by a maximum fine of the maximum penalty provided for in § 1-8 of the Cushing City Code for any person to do any act forbidden or fail to perform any act required in this article.
B. 
The parent of any child and the guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this article.
C. 
These regulations applicable to bicycles shall apply whenever a bicycle is operated upon any highway or upon any path set aside for the exclusive use of bicycles subject to those exceptions stated in this article.

A. 
Definitions.
(1) 
Downtown business district. The downtown business district shall compose the areas between the following streets and avenues: From Oak Street south on Little Avenue to Cherry Street; thence west on Cherry to Seay Street; thence north on Seay to Broadway Street; thence west on Broadway to Depot Street; thence north on Depot to Oak Street; thence east on Oak to Little Avenue.
(2) 
Skateboard. A device consisting of a short, oblong board made of wood, plastic, metal, or components thereof, with wheels for riding upon, usually in a standing position. It may or may not be motorized.
(3) 
Toy vehicles. Coasters, scooters, roller skates, or any other nonmotorized device with wheels or rollers upon which a person may ride. This definition does not apply, so long as they are used for the purposes for which they are intended, to wagons, wheelchairs and strollers or other devises designed and used for the purpose of transporting children, infants, physically-challenged or incapacitated persons, or to bicycles, or to carts or other devices intended and used for transporting merchandise or materials.
B. 
Skateboarding on streets and highways. No person shall operate a skateboard or toy vehicle:
(1) 
On a public street if there is a sidewalk adjacent to such street. If no sidewalk exists, skateboards may be ridden on the street providing such street riding shall be done as far to the right side of the road as possible, and in the same direction as traffic; and, street crossing shall only be made on a crosswalk;
(2) 
On a public highway;
(3) 
By attaching himself or herself to any vehicle upon a roadway;
(4) 
On the premises of any business, residence or other private property without the express consent of the owner thereof;
(5) 
In, upon or on any public property except in the skateboard park in the City park of the City of Cushing;
(6) 
Within the downtown business district;
(7) 
On any public bench, table, picnic table or other device or structure which is not intended for pedestrian or vehicular traffic, or jump or step on or off such structures in the process of riding a skateboard or toy vehicle;
(8) 
Upon any public steps or handicapped ramp.
C. 
Yield right-of-way. Any person operating a skateboard or toy vehicle must yield the right-of-way to any pedestrian or motor vehicle.
D. 
Bicycles not included. The operation of bicycles is covered by other provisions, and is not intended to be regulated by this article.
E. 
Penalty. In lieu of the penalties set forth in § 19-130, for a first offense, the owner of a skateboard may voluntarily surrender such skateboard to the City police department for a period of one week. Surrendered skateboards must be retrieved within seven days following the end of one week. If not so retrieved, the department may dispose of such skateboard as with other unclaimed property.

No person on foot, riding upon any bicycle, coaster, roller skates, sled, or toy vehicle shall attach the bicycle, coaster, roller skates, sled, or toy vehicle, or himself to any vehicle upon a roadway.

A. 
Every bicycle in use at nighttime shall be equipped with a lamp on the front which shall emit a white light visible for a distance of at least 500 feet to the front and with a red reflector on the rear of a type which shall be visible from all distances from 50 feet to 300 feet to the rear when directly in front of lawful upper beams of headlamps on a motor vehicle. A lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to the red reflector.
B. 
Every bicycle shall be equipped with a brake which will enable the operator to make the braked wheel skid on dry, level, clean pavement.

Every person riding a bicycle upon a roadway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by the laws of this state declaring rules of the road applicable to vehicles or by the traffic ordinances of this City applicable to the driver of a vehicle, except as to special regulations in this article and except as to those provisions of laws and ordinances which by their nature can have no application.

A. 
Any person operating a bicycle shall obey the instructions of official traffic control signals, signs and other control devices applicable to vehicles, unless otherwise directed by a police officer.
B. 
Whenever authorized signs are erected indicating that no right turn or left turn or U-turn is permitted, no person operating a bicycle shall disobey the direction of any such sign, except where such person dismounts from the bicycle to make any such turn, in which event such person shall then obey the regulations applicable to pedestrians.

A. 
A person propelling a bicycle shall not ride other than upon or astride a permanent and regular seat attached thereto.
B. 
No bicycle shall be used to carry more persons at one time than the number for which it is designed and equipped.
C. 
Persons shall ride a bicycle only in the manner in which it is designed and equipped to carry them.

A. 
Every person operating a bicycle upon a roadway shall ride as near to the right side of the roadway as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction.
B. 
Persons riding bicycles upon a roadway shall not ride more than two abreast except on paths or parts of roadways set aside for the exclusive use of bicycles.
C. 
Wherever a usable path for bicycles has been provided adjacent to a roadway, bicycle riders shall use such path and shall not use the roadway.

No person shall operate a bicycle at a speed greater than is reasonable and prudent under the conditions then existing.

The operator of a bicycle emerging from an alley, driveway or building shall, upon approaching a sidewalk or the sidewalk area extending across any alleyway, yield the right-of-way to all pedestrians approaching on the sidewalk or sidewalk area, and upon entering the roadway shall yield the right-of-way to all vehicles approaching on the roadway.

No person operating a bicycle shall carry any package, bundle, or article which prevents the rider from keeping at least one hand upon the handlebars.

No persons shall park a bicycle upon a street other than upon the roadway against the curb or upon the sidewalk in a rack to support the bicycle or against a building or at the curb, in such manner as to afford the least obstruction to pedestrian traffic.

No person shall ride a bicycle upon a sidewalk or sidewalk area within the City.
