Where a public sanitary sewer is not available under the provisions of §
20-43, the building sewer shall be connected to a private sewage disposal system complying with the provisions of this division.

Before commencement of construction of a private sewage disposal
system, the owner shall first obtain written permits signed by the
City Manager and the county health department. The applications for
such permit shall be made on forms furnished by the City and the health
department which the applicant shall supplement by any plans, specifications
and other information as deemed necessary by the City Manager and/or
the health department.

The type, capacities, location and layout of a private sewage
disposal system shall comply with all requirements of the state department
of health.

No septic tank or cesspool shall be permitted to discharge into
any natural outlet.

A. A private sewage disposal system shall not be used until the installation
is completed to the satisfaction of the county health department.
Representatives shall be allowed to inspect the work at any stage
of construction and, in any event, the applicant for the permit shall
notify the health department when the work is ready for final inspection,
and before any underground portions are covered.
B. Whenever the representatives of the health department in the conduct
of their responsibilities under the terms of this division deem it
necessary to enter upon privately owned property or to enter buildings
or structures, they shall first obtain the written permission of the
owner, occupant, tenant or person in charge of the premises or buildings
or structures, or shall have a court order issued by a court of competent
jurisdiction.
C. Prior to receiving any other City services or prior to the extension
of City services to the property utilizing a private sewage disposal
system, a copy of the final approval for the system from the state
department of health and/or its representative must be filed with
the office of the City Clerk.

The owner shall operate and maintain the private sewage disposal
facilities in a sanitary manner at all times at no expense to the
City.

At such time as a public sewer becomes available as provided in §
20-43 to a property served by a private disposal system, a direct connection shall be made to the public sewer in compliance with this article, and any septic tanks, cesspools and similar private sewage disposal facilities shall be abandoned and filled with suitable material.

No statement contained in this division shall be construed to
interfere with any additional requirements that may be imposed by
the health officer.
