A. 
No person shall construct, build, establish or maintain any driveway over, across or upon any portion of the public sidewalk or public street without first having obtained a written permit from the City Clerk. No such permit shall be issued for construction or establishment of any such driveway except in accordance with the provisions contained in this Article.
B. 
Application for permit must be made in writing upon forms furnished by the City. The application shall contain the name and address of the person making the application, the name of the contractor or person who is to construct the driveway and the proposed location and dimensions of the driveway. Before issuance of a permit, the City Engineer or his/her representative shall review the plans for the driveway and determine the necessity of a culvert or, alternatively a dip, for proper drainage.

Proper size and material of the culvert to be used shall be determined by the City Engineer or his/her representative. If a dip is required for proper drainage, as determined by the City Engineer, a minimum of one (1) inch asphalt or equivalent concrete shall be installed. More rigid requirements can be made by the City Engineer or his/her representative if reasonably required for proper drainage or maintenance.

Where it is determined that it is necessary to install culvert pipe in a driveway approach (whether newly established or not), in order to maintain adequate drainage, the property owner shall be responsible for purchase of the culvert. The City shall provide concrete culverts to persons requesting the same for construction in accordance with this Article at the City's cost.

Initial installation of the culvert shall be done by the City at no cost to the property owner except as specified above. The City shall furnish at the City's cost material used for covering the culvert. The materials shall be the same as that material used for the portion of the original driveway erected or disturbed by installation of the culvert.

Responsibility of maintaining drainage through culverts shall be that of the Public Works Department of the City. Responsibility of maintaining the culvert, including subsequent replacement thereof, and the responsibility of maintaining the driveway approach, shall be that of the property owner.

A. 
Definition. A "driveway" shall be any vehicle entrance or exit from a street other than an intersecting street or alley.
B. 
Limitations. Driveways shall be a minimum of ten (10) feet wide and a maximum of thirty (30) feet. All concrete slabs shall be a minimum of six (6) inches thick and properly reinforced. All asphaltic concrete slabs shall have a total thickness of eight (8) inches minimum, including the base course.
C. 
Subgrade. The subgrade shall be prepared in accordance with the specification of excavation, embankments, compaction and preparation of subgrade in the streets and roadways section.
D. 
Base. The base shall be as specified under base course in the streets and roadways section.
E. 
Materials. Drives constructed of Portland cement concrete shall meet all specifications of concrete pavement, curb and gutter in the streets and roadways section.
F. 
Asphaltic Concrete. Drives constructed of asphaltic concrete shall meet the specifications of asphaltic concrete in the streets and roadways section. No asphaltic concrete driveways will be allowed on street right-of-way.
G. 
Slope. All drives shall have a maximum slope of seven percent (7%) and the entrance shall meet the established street grade. Where conditions warrant, steeper slopes may be approved by the Building Inspector.
H. 
Expansion Joints. Expansion joints shall be non-extruding, resilient, filler-type conforming to ASTM C 1752. Expansion joints shall be placed on each side of the driveway in the curb and gutter, sidewalk, and if the drive extends past the property line, an expansion joint shall be placed at the property line.
