A system of number properties and principal buildings is hereby adopted for use in the Township of Lower Mount Bethel.

All dwellings and commercial units within the territorial limits of the Township of Lower Mount Bethel, Northampton County, Pennsylvania, shall hereafter be identified by reference to the numbering system adopted herein; provided, however, that all existing numbers of properties and buildings not in conformity, at the present time, with the numbering system, shall be changed to conform to the Lower Mount Bethel Township numbering system within one year from the date of notification of the new number or address by the Township. Such notification shall be by way of first class mail to the property owner.

This number shall be known as the "street address number."

Property owners shall be required to notify all tenants of the assignment of the new street address number and shall be required to obtain multiple numbers in case of multiple occupancy. Property owners shall also be responsible for the placement of the street address number.

The street address number shall be displayed in the following manner:
A.
General Requirements. The required displays of the street address number shall be in arabic numbers. Additional apartment and suite numbers shall also be established for multiple tenant properties.
B.
Mailbox. If there is a free standing mailbox located on the property in a location that would readily identify the designated street address number, the street address number shall be placed on both sides of the mailbox or supporting structure, or both sides of an attached sign. Neat numbers, not less than two inches high, shall be used. If any requirements of this Part conflict with requirements of the U.S. Postal Service, Postal Service requirements shall govern.
C.
Front Yard or Building Face. In the event that there is no free standing mailbox located on the property in a location that would readily identify the proper street address number, or if the mailbox is located in a group of mailboxes or on a street other than that of the designated street address number, the street address number shall be displayed on the mailbox, and in addition as follows:

On a sign located in the front yard of the principal building, no more than 25 feet from the edge of the street pavement, at a location that is easily seen from the street.
(2)
If the front face of the building can be easily seen from the street, the street address number may be placed on the front face of the building. The numbers (in that case) shall be between two and four inches in height, four to six feet above first floor level near the principal entrance. Additional duplicate larger identification numbers can also be utilized if they do not violate sign ordinance regulations and if a sign permit is obtained for these additional displays.
D.
Multiple Occupant Buildings. In the case where a building is occupied by more than one entity for residential or nonresidential purposes, the street address number shall be displayed in the manner indicated above. In addition to the normal display, the main entrance door to each occupied space shall display the apartment or suite number in characters at least one inch in height. This display to be located between four feet and six feet above the level of the floor outside the entrance door.

The display of the street address number and apartment or suite number shall be maintained in good condition so as to provide reasonable identification. The failure to display or properly maintain the display of the street address number and apartment or suite number shall be a violation of this Part.

The Township Board of Supervisors or their designee shall assign to any property owner within the Township of Lower Mount Bethel, upon request and without charge, the street address number for each principal building and apartment or suite number, as appropriate. The Board of Supervisors or their designee may assign additional numbers, in accordance with the Township street address numbering system whenever a property has been approved for subdivision and/or land development.

Any person violating any of the provisions of this Part shall be given notice of violation and 30 days to correct said violation. If the violation is not corrected in 30 days then any person, firm or corporation who shall, upon conviction thereof in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate offense.
