All moneys received for fines, penalties, forfeitures and licenses, and from all other miscellaneous sources, other than moneys raised by tax, shall be paid into and constitute a part of the general expense fund. All additional funds shall be designated by resolution and in compliance with the Uniform Budgeting and Accounting Act, Act No. 2 of the Public Acts of Michigan of 1968 (MCLA § 141.421 et seq., as amended.
The Village Manager shall keep a book entitled "Order Record of the Manager of the Village of Vicksburg," in which the Village Manager shall enter the date and amount of every order drawn, the object and purpose, and the name of the persons in whose favor the order is drawn, in separate columns.
All orders drawn by the Village Manager shall be substantially in the following form:
"To the Treasurer of the Village of Vicksburg:
Pay ________ or order __________/$100.00 for _____ out of the ______ fund.
Dated, Vicksburg, __________, ___ No. ______
Signed
Manager
Countersigned
President."
