All Village-owned property, including, but not limited to, Oswalt Park, Clark Park, Liberty Lane, the public beach owned and operated by the Village, and the Department of Public Works' yard and buildings shall be opened from 7:00 a.m. local time to 10:00 p.m. local time and shall be closed between the hours of 10:00 p.m. local time and 7:00 a.m. local time. Any particular property or a part thereof may be declared closed to the public by a police officer of the Village or the Village Manager at any time and for any interval of time either temporarily or on regular or stated intervals. Only those persons authorized by the Village shall occupy such places during hours when the areas are closed; provided, however, that this section shall not be construed to limit meetings duly authorized by the Village on Village property.
Any police officer of the Village may, upon seeing a person in one of the public areas described in § 459-1 during that area's closed hours, require such person to leave the area. A person who refuses to obey the police order shall be guilty of a violation of this article.
Any person who violates the provisions of this article shall be deemed guilty of a misdemeanor and, upon conviction, be punished as provided in § 1-6.
