A.
Purpose and authority.
(1)
The purpose of these regulations is to protect, maintain and enhance the public safety, environment, health, and general welfare by establishing minimum requirements and procedures to control the adverse effects of soil erosion and sedimentation, construction site runoff, increased post-development stormwater runoff, decreased groundwater recharge, and nonpoint source pollution associated with new development, redevelopment or other land alterations.
(2)
These regulations are not intended to interfere with, abrogate or annul any other bylaw, rule or regulation, statute, or other provision of law, including, without limitation, Chapter 114 of the Code of the Town of Lexington (the "Stormwater Management Bylaw"). The requirements of this article should be considered minimum requirements, and where any provision of this article imposes restrictions different from those imposed by any other bylaw, rule or regulation, or other provision of law, whichever provisions are more restrictive or impose higher protective standards for human health or the environment shall take precedence.
