No solid waste, garbage, rubbish, recyclable materials or other refuse
of any kind or nature may be placed in the front yard or at the curb
line of any property, except on the day designated for the pick-up
of solid waste, garbage, rubbish, recyclable materials or other refuse
for such property, or for the period commencing at 6:00 p.m. on the
day preceding the day designated for the pick-up of solid waste, garbage,
rubbish, recyclable materials or other refuse from such property.
As set forth in this article, the words "solid waste, garbage, rubbish,
recyclable materials or other refuse" shall be deemed to include the
container or containers in which such solid waste, garbage, rubbish,
recyclable materials or other refuse may be placed, and this article
shall apply to such containers, whether they may be filled or empty.
The resident, occupant or property owner from which the solid waste,
garbage, rubbish, recyclable materials or other refuse has been collected
shall remove or cause to be removed from the curb line as well as
the area between the curb line and 10 feet in front of the facade
of the principal building, including all projections and notches,
most nearly parallel to and facing the street and extending for the
full width of the lot, the emptied trash, garbage, rubbish, recyclable
materials or other refuse container or containers; said removal shall
be accomplished not later than 12:00 midnight on the day of the collection.
Any person, firm or corporation who shall violate the provisions of this article shall receive a notice of violation or order from the code official in accordance with § 315-7. Noncompliance with notices or orders shall be punishable by prosecution as outlined in § 315-6C.
